*PUBLIC NOTICE*

National Identification and Registration Authority (NIRA) – Kanungu Office.

The National Identification and Registration Authority wishes to inform the general public that registration for National Identification Numbers (NINs) for children below 16 years is currently ongoing.

Who Should Register?

All children below 16 years who have not yet been issued a NIN.
This includes all pupils currently in primary school.

Required Documents for Registration

Parents/Guardians must present the following:

1. Parent/Guardian National ID
Original National Identification Cards of both parents/guardians (where applicable).

2. Proof of Date of Birth
Original Baptism Card indicating the child’s date of birth will be accepted for verification.

3. Birth Certificate (if available)
Parents/guardians with children who already have birth certificates are advised to present them at the nearest NIRA office.

Important Information

Registration is currently being conducted for children in primary schools.

The exercise will close on 15th June 2026. Parents and guardians are strongly encouraged to register within the stipulated period.

Registration is FREE of charge. Do NOT pay any money to anyone for this service.

*KANUNGU LOCKS DOWN BORDERS: Inside the Emergency Ebola Security Directives*

The Kanungu District Task Force (DTF) and security committee that sat Yesterday May 28, 2026, Chaired by Àmbrose Mwesigye Àmanyire RDC Kanungu, announced an immediate tightening of border controls and a sweeping ban on public gatherings following a critical security evaluation of the current Ebola virus threat along the Uganda–Democratic Republic of Congo (DRC) border.

Kanuñgu remains on high alert against Ebola, implementing strict surveillance and rapid-response protocols across all high-risk frontier zones. As a primary gateway district, Kanungu bears a major responsibility in blocking cross-border transmission. Yesterday's emergency security meeting revealed gaps in border safety, prompting leadership to issue new enforcement resolutions to protect the community.

Key Effective directives were issued Immediately

1. Border Closures: All border points closed to general traffic. Only cargo vehicles with driver turn-man, cargo boda-bodas, registered refugees, and security personnel will cross, subject to strict health screening SOPs.

2. Markets & Nightlife: All weekly markets in Kanungu District closed. Daily markets and public institutions must enforce handwashing and screening under security monitoring. All bars and disco activities suspended.

3. Burials & Transport: All burials must follow safe burial protocols under supervision of health and security teams. Public transport will face increased monitoring.

4. Public Sensitization: The district will intensify radio broadcasts and community messaging on Ebola prevention.

5. Banned all unauthorised gatherings, meetings, rallies & social events.

6. All institutions & financial places must have thermo guns + handwashing facilities at entry.

All residents, business owners, and local leaders are urged to comply immediately. Report any suspected Ebola symptoms – fever, bleeding, vomiting – to the nearest health facility.

*Kanungu District Mourns Veteran Educationist Beatrice Kakururu Mbabazi*

Kanungu District Local Government and the education fraternity are mourning the death of Ms. Beatrice Kakururu Mbabazi, a respected teacher, education administrator and mentor who dedicated her life to nurturing learners and strengthening the education sector in Uganda.

Ms. Beatrice Kakururu Mbabazi was born on 4th June 1969 to the late Kakururu Kelecensio and Ms. Terezia Kakururu of Buyanja. She passed away on 22nd May 2026.

Throughout her professional career, Beatrice Kakururu Mbabazi served diligently in various schools across the country and became widely known for her commitment, discipline and passion for education leadership. She held a Bachelor’s Degree in Education from Kyambogo University and a Master’s Degree in Administration Management from Uganda Christian University.

She served as Headteacher at Semu M. Muwanggunzi Secondary School in Luwero, Headteacher at Aggrey Memorial Secondary School, Deputy Headteacher at Kololo High School in Kampala, Deputy Head Teacher at Burema Secondary School in Kanyantorogo where she also acted as Headteacher, and also taught at St. Gerald’s Nyakibare in Rukungiri and Bishop Comboni College School in Kanungu.

Her husband, Mr. Mbabazi David Ampumuza, formerly served as Sub-County Chief in Kanungu District Local Government, particularly in Kanyantorogo, Rutenga and Kayonza Sub-Counties before later serving at the district headquarters as Senior Assistant Secretary in charge of the District Land Board.

Together, they raised a distinguished family comprising Eng. Mbabazi Horace Byamugisha, Dr. Mbabazi Stacy Kemigisha, Eng. Mbabazi Reiner Bashabe, Cons. Kainembabazi Tracy and the late Mbabazi Britney Saviour.

As a district and government, Kanungu has lost a dedicated educationist, mentor, administrator and role model whose contribution to the academic growth and moral development of many young people will forever be remembered. Colleagues describe her as a hardworking, calm and visionary leader who devoted her life to serving learners, guiding fellow teachers and promoting discipline and excellence in every school where she worked.

The burial programme for the late Beatrice Kakururu Mbabazi commenced with a vigil held on Friday 22nd May 2026 in Nansana Bujuuko. A church service has been held at Saint Francis Makerere Chapel at today at 8:00am Saturday 23rd May 2026.

The final send-off and burial will take place on Sunday 24th May 2026 at her home in Kashanda Cell, Burema Parish, Kanyantorogo Town Council.

May her soul rest in eternal peace.

*COVOID Launches Women Empowerment Drive to Tackle Gender-Based Violence in Kanungu*

Community Volunteer Initiative for Development (COVOID), a non-governmental organization operating mainly in South Western Uganda, has launched a women empowerment campaign aimed at combating gender-based violence in Kanungu District.

The initiative was unveiled during a stakeholders’ engagement meeting held at the Kanungu District headquarters in Kanungu Town Council, bringing together district leaders, technical officers, civil society actors, and community representatives to discuss ways of strengthening family welfare and social protection.

Speaking during the meeting, the Executive Director of COVOID, Mr. Ben Bataringaya, expressed concern over the increasing cases of domestic violence, noting that the vice continues to affect families and slow down development in many homes across the country.

Mr. Bataringaya said persistent conflicts, abuse, and inequality within households have left many families vulnerable to poverty and instability. He emphasized that empowering women socially and economically is essential in strengthening households, promoting peace in families, and improving livelihoods.

He further revealed that COVOID is implementing community empowerment activities under the Irrigation for Climate Resilience Project (ICRP) at the Matanda Irrigation Scheme, a programme under the Ministry of Water and Environment supported by the World Bank.

According to Mr. Bataringaya, the project seeks to ensure that the expansion of irrigation services benefits all community members, especially women, youth, persons with disabilities, and other vulnerable groups.

The programme will promote women’s participation in irrigation farming, leadership, and income-generating activities through sensitization and training. It will also strengthen awareness and prevention of gender-based violence and sexual exploitation by ensuring project workers observe strict codes of conduct while communities are sensitized on reporting mechanisms and available support services.

Mr. Bataringaya added that COVOID will work closely with local leaders and stakeholders to strengthen community response systems through family dialogue sessions, awareness campaigns, and promotion of children’s rights and peaceful coexistence.

“Empowering women and strengthening family dialogue are key steps towards reducing violence in homes and improving livelihoods,” Mr. Bataringaya said.

He called upon district leaders and residents to cooperate with the organization to ensure the successful implementation of the programme.

District leaders welcomed the initiative and pledged support towards efforts aimed at fighting gender-based violence and promoting social justice in the district.

The Resident District Commissioner (RDC), Ambrose Mwesigye, commended COVOID for complementing government efforts in protecting vulnerable communities and promoting human rights. He emphasized the importance of justice, fairness, and equal treatment while handling cases of gender-based violence, urging leaders and residents to work together in promoting peace and stability within families.

The Chief Administrative Officer (CAO), Awuye Abdallah represented by District Planner Mr. Innocent Atuhaire, together with the District Chairperson, Mr. Byamukama Francis Kapesha, represented by Vice Chairperson Mr. Joshua Rukundo, reaffirmed the district leadership’s commitment to supporting programmes that enhance community empowerment and sustainable development.

The meeting concluded with a call for stronger collaboration between government institutions, civil society organizations, and local communities in addressing gender-based violence in Kanungu District.

*Peaceful Swearing-in and Leadership Transition Held in Kanungu District*

The Kanungu District Council Hall today, 19th May 2026, hosted a formal swearing-in ceremony of the District Chairperson and subsequent council leadership elections, marking an important milestone in the district’s governance processes.

The ceremony was conducted in line with established administrative procedures, with the District Planner, Mr. Atuhaire Innocent, formally facilitating the handover process on behalf of the Chief Administrative Officer (CAO). This followed an earlier transition in which the CAO had received official instruments of office from the former District Chairperson, Eng. Sam Kajojo Arinaitwe, ensuring continuity in both political and administrative leadership.

As part of the official handover, key district assets were transferred, including office keys and a newly acquired government vehicle, registration number UG 3400114. The vehicle, which was recently received under the Government of Uganda’s initiative to support and strengthen mobility for district leadership, was formally handed over as part of the new leadership instruments of office, symbolizing improved operational capacity and service delivery readiness for Kanungu District.

During the ceremony, Mr. Byamukama Francis Kapesha was officially sworn in as the District Chairperson of Kanungu District Local Government. He was accompanied by his wife, Mrs. Phionah Byamukama, who witnessed the historic occasion.

In his remarks after taking the oath of office, Chairperson Byamukama Francis Kapesha pledged to serve the people of Kanungu with commitment and integrity. He emphasized priorities including improved service delivery, enhanced infrastructure development, and strengthening unity among all residents of the district.

He further committed to working closely with political leaders, technical officers, development partners, and communities to ensure coordinated efforts in addressing development challenges and improving livelihoods. He also called for cooperation across political affiliations, emphasizing dialogue, peaceful engagement, and consensus-building as key pillars of district progress.

Following the swearing-in, the District Council proceeded with internal elections for key leadership positions. The election for District Speaker was highly competitive between Ms. Birungi Immaculate and Mr. Byaruhanga Frank Farah, who both tied at 26 votes, with one vote declared invalid. In accordance with council procedures, the tie was resolved through the casting vote of the District Chairperson, which increased Mr. Byaruhanga Frank Farah’s total to 27 votes, thereby declaring him duly elected District Speaker.

In the election for Deputy Speaker, Ms. Kashemire Comfort was elected with 34 votes, defeating the former Deputy Speaker, Ms. Kyasiimire Evelyn, who obtained 19 votes.

The District Executive Committee (DEC) was subsequently constituted as follows: Mr. Rukundo Joshua as District Vice Chairperson; Mr. Sabiti Godfrey as Secretary for Social Services (Education, Health, and Gender); Ms. Orishaba Elizabeth as Secretary for Finance and Statutory Boards; Mr. Agaba Innocent as Secretary for Production and Natural Resources; and Ms. Lukia Mbabazi as Secretary for Works and Technical Services.

The ceremony was attended by distinguished leaders and stakeholders including Hon. Dr. Chris Baryomunsi, Rt. Hon. Amama Mbabazi, Hon. James Ruugi Kaberuka, RDC Ambrose Mwesigye of Kanungu, religious leaders including Bishop Dan Zoreka and Bishop Sarah of the Pentecostal Church, members of statutory boards, the District Service Commission, Land Board representatives, and members of the public who accompanied their respective candidates.

This event marks a significant step in strengthening governance, continuity, and service delivery within Kanungu District.
