The African Growth and Opportunity Act (AGOA) was enacted into law on May 18, 2000 as part of the Trade and Development Act of 2000. It is the latest in a series of regional initiatives in United States trade policy that are based on the general philosophy of “trade, not aid” as the chief tool for promoting economic development.
