The National Population Council is a government agency that was established by an Act of Parliament in 2014 to coordinate the implementation of the National Population Policy and Population Programme in Uganda. The is a starting point to guide Uganda’s policy makers, society and business through clear thinking and careful analysis of the megatrend “demographic change with the potential to capture a Demographic Dividend”and its interdependencies with other ongoing megatrends such as climate change, digitalization, urbanization and migration. In light of the turbulences caused by the COVID-19 pandemic, such an approach becomes even more timely, if not positively urgent.

The Deputy Country Rep. in his remarks noted that from the UDHS 2022, Teenage pregnancy stagnated at 24%, thus over 600,000 young girls between to 15-19 years are likely to be left behind due to early onset of pregnancy & childbirth.
While modern contraceptive use has slightly increased to 38%, the decrease is not commensurate with the level of investment especially that required by Uganda to harness its demographic dividend.Only through urgent and concerted efforts can we reverse and improve substantially on some of these trends to ensure Uganda stays the course

In his Opening remarks, our acting Director General Mr. Omwa Samson Samuel noted that realizing the Demographic Dividend requires strategic policies and investments in critical areas such as education, health, employment, and social protection.
It is not simply a result of population numbers but rather a consequence of well-planned and inclusive development strategies, Our day two sub-theme on "Capturing Demographic Opportunities for Uganda's Public Policies" will shed more light on this.
