In an half an hour, a pond can go from pristine to full of plastic and aluminum when bins are left out and not sealed or debris is tossed.
Stormwater drains on your street lead to underground pipes that lead to stormwater ponds protecting our lakes, streams, springs, and aquifers.
The plastic breaks up and enters the system from which you and wildlife drink.
Wildlife are endangered by the debris.

PFAs released from incinerators contaminate soil and plants. Agricultural crops absorb the PFAs, thus entering our food chain.

There are several around Florida. I have discussed the one on West Keene Road near Clarcona Road in the past. Enough pressure on local governments can result in the closing of incinerators. After a peak of over 180, only 62 remained as of New Year’s Eve. Some have closed due to out of control fires or being severely in the red. But PFAs were major reasons.

When built, Stericycle built a playground directly underneath it to appease the South Apopka neighbors. It is directly beside the Waste Management dumps.

We have had two choices for utility lines, or a mixture of both.

Overhead wires on poles come down during storms or after accidents render us with no refrigerators, air conditioners, water purifiers, medical equipment, or lights for hours to months at a time. They also require utility providers to "hurricane harden" the arbor by mutilating them with chainsaws into scarecrows or giant crab claws in silhouettes in full moon.

Underground utilities result in regular intrusions into lawns and civic easements by fiber and cable companies tearing up landscapes, killing plants, cutting other wires, hitting water and sewer lines then often disappearing without a word.

Every time a plant needs to be installed, or sign erected 811 must be called. An expense to the taxpayers, as well as all the repairs to the damaged pipes and wires.

County and municipality maintenance managers and crews struggle to keep up with the damages, and the residents have to deal with the residue and abandoned wires, junction boxes, and giant wooden spools.

The alternative is to create planning code for pipes running along sidewalks and off to building sites tapering down as needed to contain all of the various utility wires and an extra threading wire based on wire type.
The fiber, phone, electric, cable, and future technology companies will be required to use them and possibly put down a deposit to make sure they follow the plan.

The pipes would run along sidewalks for protection and ease of location then the stubs would run along property lines, also. Fences are a foot inside the line, so people who actually get permits and use surveyors will not damage them.
