With heavy hearts, we share the passing of Franklin Township Firefighter and Union President, Carvel “Scooter” Mullins III.

Scooter was more than a leader—he was a devoted husband, father, grandfather, son, mentor, and friend. His laughter could fill a room, his spirit could lift the heaviest of hearts, and his words could remind his fellow firefighters why they chose this calling.

His energy was contagious, his dedication unwavering, and his loyalty to his crew and community unmatched. Scooter’s influence reached far beyond Franklin Township, leaving an indelible mark on the Central Ohio fire service and on everyone fortunate enough to serve beside him.

He led with compassion, courage, and integrity, always putting others first. His leadership inspired, his kindness comforted, and his presence strengthened those around him.

Though words fall short of expressing the depth of our loss, they stand as a reflection of the remarkable legacy Scooter leaves behind—one built on service, brotherhood, and love. His spirit will live on in every life he touched, every firefighter he guided, and every story told around the firehouse table.

We extend our deepest condolences to Scooter’s family, friends, and all who knew and loved him.

Franklin Township is deeply saddened to learn of the passing of Former Trustee Ralph Horn , who faithfully served our community as a Trustee.

Ralph was more than a public servant — he was a neighbor, a friend, and someone who always cared about the people around him. He gave his time generously, not only in his official role but also through the many small acts of kindness that touched so many lives.

Those who worked with Ralph will remember his steady presence, his willingness to listen, and his genuine concern for others. He had a way of making people feel heard and valued, and his kindness left a lasting impression on our community.

On behalf of the Board of Trustees, our staff, and the residents of Franklin Township, we extend our heartfelt condolences to Ralph’s family and friends. He will be remembered not only for his service, but for the person he was — thoughtful, caring, and deeply dedicated to those around him.

Ohio regulates what materials residents can burn and how. According to the Ohio Environmental Protection Agency, open burning refers to any set outdoor fire that does not vent into a chimney. Examples include brush piles, fire pits, fire rings, and burn barrels.

According to the State Fire Marshal, Ohio has seasonal, statewide ban on burning yard waste, trash, and debris. This ban is in effect between 6 a.m. and 6 p.m. during March, April, May, October and November of each year. The ban only applies to areas of the state outside of cities, towns, and villages. This includes Prairie Township.

If you are burning after 6pm, please ensure you have a clear area around your fire area, keep your fire less than 5 square feet in size, and have a water source nearby in case of an emergency. Be safe!

Franklin South and Franklin North will be sprayed for mosquitoes on Tuesday, 09/30 beginning at 20:30:00 due to West Nile positive mosquitoes caught in the weekly gravid trap. The product used will be Permanone 30-30.
