Who the prosecutor is matters. Prosecutors decide which cases are charged, what pleas are offered and who gets a second chance.
In Franklin County, Ohio, Prosecutor Shayla D. Favor, endorsed by Elect Black Women PAC in 2024, is the first woman and first person of color to hold the office.
In November 2025 her office and the juvenile court launched a Juvenile Felony Diversion program. Young people facing low-level, nonviolent charges spend 90 days in restorative justice circles with families, victims and community members. Victims must consent and restitution is paid up front. Finish, and the case is dismissed and sealed. Her office counted 315 cases in 2024 that would have qualified.
"We're holding young people accountable for their actions and investing in their potential," Prosecutor Favor said. That is the leadership EBW PAC endorses: public safety that also opens doors.
