To research causes of homelessness and find solutions to present to the City of Dallas Mayor, City Council and Homeless Commission.

To inspire the media, neighborhood groups, church groups, agencies, city leaders, and others to talk about causes and find solutions for Homelessness both in Dallas and across the United States. Our mission is to share information and resources while encouraging dialogue about Homelessness. Our goal is to give Dallas citizens the tools to get involved and become informed on how they can help.

Oak Lawn United Methodist Church is providing shelter during cold weather. Volunteers and donations are needed.

Churches providing shelter, ask for donations during chilly weather With local homeless shelters expected to be full during this week’s chilly weather, some churches are also providing temporary shelter during the stretch of freezing cold nights.

Memo from the Office of Homeless Solutions, City of Dallas - City Hall.

As part of the organizational restructure of the Office of Homeless Solutions, its new mission and service direction, and in an effort to increase efficiency and minimize duplication of services, the City will outsource the FY2018 CoC-funded supportive services and related grant-funded positions.
The outsource will be facilitated by the way of the City's standard procurement processes.
This is consistent with the recommendations provided in the City Auditor's "Homeless Response System Effectiveness" Audit Report published in December 2017.

Inclement Weather Policy:
Emergency shelters will activate inclement weather protocols following the first evening in December where temperatures drop below 40 degrees. Inclement weather protocols will remain in effect until March 1st.

During inclement weather, shelters will accept 24/7 admissions.

Shelters that have available overflow space will utilize said space during inclement weather. Overflow shelter space is only open and available during inclement weather and when all local shelters are operating at capacity. Shelter staff will be in regular communication regarding capacity and coordinate shelter placements for those with available beds.

2 Dead in Dallas After Spending Night in the Cold 01/17/2018

Two people are dead after spending the night out in the cold in South Dallas.

DART police discovered a woman's body in a wheelchair just before 8:00 Wednesday morning at a Dallas Area Rapid Transit (Official DART page) bus shelter at the intersection of S. Malcolm X Blvd. and Peabody Ave. (near Pennsylvania Ave.).

A few hours later, officers found a man's body under an Interstate 45 overpass near Martin Luther King Blvd., near the former site of "Tent City," a homeless encampment that was shut down last summer.

What can you do if you see someone in the cold? Call 311 and ask for crisis intervention. Give an address, description and ask for a call back. During inclement weather, shelters will accept 24/7 admission.

Tax Law Could Deliver $13.1 Billion Blow to Charitable Giving 01/17/2018

State and local governments rely on nonprofits to deliver most social services, from housing to substance abuse treatment to early childhood education. Now those nonprofits, and their government partners, are concerned that the new tax law passed in December could indirectly slash their funding.

One of the reasons people give to nonprofits is for the tax benefits. But in order to cash in on the incentives for charitable giving, people have to itemize their deductions instead of claiming the standard deduction.

The tax changes certainly make fundraisers' jobs more challenging, says Lee Sherman, president and CEO at the National Human Services Assembly, a national organization representing nonprofits: “When we think about it on the broad scale, across the nation, even taking down a few percentage points of the total giving is a lot of money."

Contract with Metro Dallas Homeless Alliance (MDHA):
The Office of Homeless Solutions and MDHA staff are currently reviewing the draft terms of an agreement for FY2018. The original contract authorization was scheduled for December 13, 2017; however, MDHA has requested more time to further negotiate the proposed terms of the contract. The proposed terms address the corrective action plan required by the City Auditor’s Audit of the Homeless Response System Effectiveness that was provided to the City Council on December 8, 2017. The proposed scope includes deliverables related to:
• Prioritizing HMIS customization to meet homeless emergency shelter needs;
• Understanding current homeless emergency shelter system capabilities;
• Ensuring stakeholder engagement as HMIS customization; and
• MDHA’s coordination with the Citizen Homelessness Commission and the Dallas Area Partnership to End and Prevent Homelessness Local Government Corporation in order to improve the effectiveness of the homeless response system and implement the appropriate infrastructure for longer-term impact.
The City looks forward to continuing to work with MDHA and the Continuum of Care to improve the accountability and the effectiveness of the homeless response system. OHS plans to seek Council’s consideration to authorize ex*****on of a contract with MDHA at the March 28, 2018 meeting.
