AVOID THE BOYD (Part 2): Mandates Without a Plan.
When Little Rock passes sweeping school mandates, local districts are left scrambling to foot the bill and manage the fallout. And when it came to a heavy-handed mandate tracking students in the most private areas of our schools, Senator Justin Boyd voted yes.
During the session, Justin Boyd voted YES on Act 908 (commonly known as Eli’s Law).
—
Here’s what Act 908 actually does:
• Forced Audio Surveillance: It mandates that every single public school and charter school install permanent audio recording devices inside student locker rooms and dressing rooms.
• Local Headaches, State Mandates: While Little Rock writes the rules telling local schools what to do, they leave local districts struggling with complex data-retention frameworks, strict 90-day-to-12-month storage rules, and steep compliance costs.
• Top-Down Overreach: Instead of trusting local school boards, parents, and educators to handle student safety and privacy at the community level, Senator Boyd prefers a one-size-fits-all state mandate.
—
While Fort Smith public schools need real investment in classrooms, teachers, and basic infrastructure, Justin Boyd is busy backing top-down mandates that burden local districts.
That’s good for Little Rock bureaucrats—but it’s BAD for Fort Smith.
This November, Fort Smith has a choice. We deserve a Senator who respects local control and supports our schools instead of burdening them.
Vote for real representation. Elect Ed Guzman for State Senate.
