🐾 TOWN OF COVENTRY — DOG CONTROL INFORMATION 🐾

The Town of Coventry Dog Control Officers would like to provide residents with some clarification regarding the role of Dog Control and where different types of animal-related complaints should be directed.

Our Dog Control Officers are happy to take reports and help residents determine the appropriate next step. However, not every animal-related complaint falls under the legal authority of a municipal Dog Control Officer.

Under New York State Agriculture & Markets Law, Article 7, Dog Control Officers are appointed primarily for the control of dogs and enforcement of laws relating to dog licensing, identification, dogs at large, dangerous dogs, and other applicable local dog-control laws. NYS Agriculture & Markets Law §113 specifically establishes the authority and responsibilities of municipal Dog Control Officers. (NYSenate.gov (https://www.nysenate.gov/legislation/laws/AGM/113?utm_source=chatgpt.com))

Examples of matters commonly handled by Dog Control include:

🐕 Dogs running at large
🏷️ Unlicensed dogs
⚠️ Dangerous or aggressive dog complaints
🐾 Dog bites or attacks
🏠 Stray or lost dogs
📜 Violations of applicable Town dog-control laws

Animal cruelty, abuse, and neglect are different.

These matters generally fall under Article 26 of the New York State Agriculture & Markets Law — Cruelty to Animals. Section 353 addresses cruelty, injury, and failure to provide necessary food or drink, while §373 provides authority for police officers and authorized animal-cruelty organizations to take possession of animals under qualifying circumstances. (NYSenate.gov (https://www.nysenate.gov/legislation/laws/AGM/353?utm_source=chatgpt.com))

For the Town of Coventry, suspected animal abuse, cruelty, or serious neglect should be reported to the appropriate law-enforcement agency, including the Chenango County Sheriff’s Office. Article 26 gives police officers specific enforcement authority regarding animal-cruelty offenses. (NYSenate.gov (https://www.nysenate.gov/legislation/laws/AGM/371?utm_source=chatgpt.com))

Dog Control can still take your call. If you aren’t sure who should handle a situation, please feel free to contact us. We can document the information and help direct you to the appropriate agency. When something falls outside of our legal authority, referring the matter to law enforcement isn’t ignoring the complaint — it’s making sure the complaint reaches an agency with the authority to investigate and take appropriate enforcement action.

🚨 If an animal is in immediate danger or there is an emergency, contact 911.

We appreciate everyone’s cooperation and concern for the animals within our community.

Bowbell Road Update... The weather has pushed us back a day and paving set to begin on Thursday 7/9/26. This is a joint effort with 4 Towns helping out with trucks, equipment operators, rentals and Contractors, all having to adjust schedules for weather delays. We are VERY thankful that our neighbor Highway crews can adjust to be there for us! Thank You,

Town of Coventry - Bowbell Road will begin paving operations on July 8th and finish on July 9th, between State Route 206 and County Route 9. Providing the Weather cooperates. Please use alternative routes if possible as we will try to pave full width. (One Pass) as to limit the amount of heavy truck traffic on the new blacktop.
