Thank you to the Bismarck Mandan Chamber of Commerce for including me in this yearās candidate questionnaire in Chamber Connection magazine. It was a good chance to share where I stand on the issues that matter most to District 33. In case you didn't get a chance to see it, here were the questions and my answers:
Chamber: What experiences, values, and perspectives would you bring to the Legislature, and how would it benefit your constituents?
Novak: I'm a mother of four children living in rural North Dakota. I understand the challenges facing our rural communities when it comes to education, workforce shortages and budget constraints. My husband works in the energy industry (he's a coal miner). I'm a co-founder of Faces of ND Coal, a grassroots advocacy group that humanizes the hard-working men and women working in the coal industry and keeping the lights on. I care about all the issues facing my constituents, but my priorities are in energy and education because those hit closest to home for me.
Chamber: If state revenues require difficult budget decisions during the next legislative session, how would you balance fiscal responsibility with continued investment in education, infrastructure, workforce and economic development?
Novak: I support Governor Armstrong's budget guidelines to trim each agency budget by 10% and not add new agency employees next session. Fossil fuels pay for over 60% of our state's budget (paying for public education, roads, bridges, water projects, county social services and so much more) so investments in keeping the golden goose laying eggs must be a priority.
Research and development for future development of our resources must be a priority. Ensuring our children have opportunities here in North Dakota begins by making sure public schools are funded properly, which includes increasing the per pupil payment and ensuring our teachers are properly paid. Currently, we are 41st in the nation for teacher pay and that's unacceptable. If we want to remain a top-tier education state, we need to prioritize recruiting and retaining quality teachers.
