An Emergency Service District is a governmental special district under Texas state law (Chapter 775 of the Texas Health and Safety Code) similar to a school district, created to provide fire and emergency medical protection to its residents. ESDs are a way to levy and collect property taxes (based on appraisals of real and personal property) to pay for necessary fire and EMS services and equipment within the district.

An ESD is created by a petition of the residents of an area. Once the petition is submitted, the commissioner's court will hold a hearing to determine if the creation of an ESD is feasible and if it would promote the health, safety, and welfare of the residents in the district. If the commissioner's court approves it will proceed with a petition for the election.

When an ESD supports more than one county and in Harris County, the board members are elected. The terms for the board members are set as staggered, two-year terms. The Waller - Harris ESD 200 is one such board.
