A man is charged with felony tampering with a governmental record for selling disabled parking placards through social media, Harris County Constable Precinct One Alan Rosen said.

“Aside from being against the law, this is wrong on many other levels,” Constable Rosen said. “Disabled parking is for people who are truly disabled and have a legally issued permit.”

David T. Brown, 28, was arrested by Constable Precinct One detectives assigned to the Criminal Investigations and Tax Office Investigations Unit.

The defendant advertised the blue permanent-disability placards on social media and altered them by adding a driver-license numbers and other information on them to make them appear legitimate, according to court records.

Disabled parking placards hang from rearview mirrors and permit those who qualify to park in designated spaces and be exempt from parking meter fees.

The defendant sold the placards for $150. The State of Texas issues them for free.

He faces a second-degree felony with penalty of two to 20 years in prison and a fine up to $10,000.

Disabled parking placards must be issued by the State of Texas and obtained through a county tax office, but investigators have determined that placards seized in this case were not assigned to the Harris County Tax Office.

How the defendant got the permits and who he sold them to, remains part of an ongoing investigation.

Those who use illegally obtained permits face a range of misdemeanor charges, depending on the facts, and punishments to include fines, jail time and community service.

“Our work continues,” Constable Rosen said. “We greatly appreciate the Harris County Tax Office’s help in this investigation.”

Detectives seized hundreds of images of “child erotica” and arrested a man for the felony charge of possession of a lewd image of a child, Harris County Constable Precinct One Alan Rosen said.

Sergio Guel, 31, is charged as part of an ongoing investigation by Constable Precinct One’s Internet Crimes Against Children Unit.

“We protect children and we will never stop,” Constable Rosen said. “Let this be a reminder and a warning: our detectives patrol cyberspace and they will catch those who sexually exploit children.”

Court records state that the defendant was charged with one count of possession of lewd visual material depicting a child, a state-jail felony punishable by up to two years confinement and a fine.

As an investigation is ongoing, more charges are possible.

Detectives with Constable Precinct One’s Internet Crimes Against Children Unit are reviewing photos and videos which were found on an electronic device seized at his residence in Hockley.

The images are believed to have been downloaded from the internet.

The defendant has previously been commissioned by the State of Texas as a private security officer and has worked in technology.

Because of the nature of some information and evidence uncovered in the case, detectives ask that anyone with information about the defendant and any sexual impropriety with children, to contact them 713-222-4929.

“If you see something, say something. Together, we can keep our community safer,” Constable Rosen said.

An industrial-insulation company and one of its managers are charged with felonies for illegally dumping hundreds of pounds of debris along a street in Independence Heights, Harris County Constable Precinct One Alan Rosen said.

“Illegal dumping harms entire communities.” Constable Rosen said. “And we all depend on the environment being clean, so that we can live healthy lives.”

Therm-All Insulation Inc., which has a facility on Yale Street, and Cierra Marie Cano, a manager for the company, are charged with a felony of illegally dumping hundreds of pounds of commercial waste.

According to Harris County court records, after insulation was delivered, excess material and packaging were returned to the company, where employees were instructed to dump the debris in the 200 block of East 36th Street, where it hugs railroad tracks and industrial buildings.

The charge is a state-jail felony that carries a penalty of up to two years confinement and a fine.

Cano,26, is accused of directing the employees to illegally dump the debris.

The investigation by Constable Precinct One’s Environmental Crimes Division is ongoing, so more charges are possible.

In at least one instance caught on surveillance cameras in March, employees arrived with a forklift to unload debris from the back of a rental truck and a man on a scooter served as a lookout, according to court records.

After being approached by detectives, the company voluntarily cleaned up the debris and obtained more dumpsters for future waste.

Constable Rosen encouraged anyone who spots illegal dumping to contact authorities. Constable Precinct One’s Illegal Dumping Hotline is 832-927-1567.

“We need everyone’s help to protect our environment,” Constable Rosen said.

The black high-performance Trek Madone racing bicycle has rolled for thousands of miles in Texas and Dubai.

The years-long streak of miles looked to be coming to an end for the owner of the prized bike after a thief recently swiped it from a garage in the River Oaks area.

But thanks to an Apple AirTag hidden inside the bike’s carbon frame and the quick work of Constable Precinct One deputies, the bike was recovered less than 15 minutes after it was reported stolen.

“Great thinking by the bike owner to hide that AirTag so well,” Constable Precinct One Alan Rosen said. “And great work by deputies. This is a reminder to everyone that theft can happen in an instant, but

AirTags give us a tool to quickly help.”
The bike’s owner confided that at first he thought it was a prank, but quickly realized his prized bicycle had really been stolen from his garage. Surveillance video shows it was gone in seconds.

“I was thinking it was gone,” he said shortly after deputies returned his bike to him, minus the bike’s GPS computer and saddle bag which the thief had tossed away in an attempt to avoid being tracked.

“In Dubai they would take this seriously, but I lived in London for a while and it was the exact opposite: you can even get mugged on the street corner and a police officer will say, ‘there is nothing he can do about it.’”

Constable Precinct One Detective Joe Bowden, who has become legendary in the local cycling community for recovering bikes and breaking up theft rings, used the AirTag location information to retrieve the Trek from a residence few miles from where it was stolen.

“Glad to help,” Detective Bowden said. “We’ll never stop doing all we can.”
An investigation continues regarding possible criminal charges.

The bike’s owner, who describes himself as “obsessed” with cycling, said he was impressed by the results.
“It is surprising,” he said.
