The Annual Hawai’i Children and Youth Summit was joined by some new groups, including the young men from the Kinai Eha diversion program that I have had the pleasure of working with before.

Amazing to see so many students there to discuss issues important to them with each other and select priorities for legislative action. Topics include mental health, housing security, community outreach, environment, and education.

If you are under the age of 24, please visit www.hawaiicys.org to cast your vote on your top priorities.

The Department of Land and Natural Resources (DLNR) Office of Conservation and Coastal Lands (OCCL) is proposing amendments to Hawaiʻi Administrative Rules (HAR) Chapter 13-5, which governs approximately two million acres of public and private conservation lands which includes beach and marine areas.

The proposed amendments:
    •    Strengthen conservation criteria
    •    Simplify permitting for minor activities
    •    Address coastal hazards and coastal erosion
    •    Update and overhaul shoreline hardening provisions
    •    Clarify regulations for restoration of existing structures
    •    Incorporate and streamline provisions for loko iʻa (ancient fishpond) restoration
If approved, the amended rules will apply to all islands statewide, so resident participation is encouraged.

I encourage you to attend this info and publicly hearing.

Check out the up-to-date maps of Kailua and Waimanalo LFA. We have a lot of LFA, but treatment works and we are getting rid of infestations faster than new ones appear. The reason we monitor for years is that there may be spots within a treated area that were not totally eradicated. In the large initiative in Lanikai only one house and an area of beach naupaka are still under “spot treatment.” You do not need to get the official kit to test - it is just a ziplock bag, wooden sticks (use chopsticks and break them in half), and an envelope. You just need a thin smear of peanut butter or the ants will be lost in it. The drop off spot is behind Castle Hospital. District 51 - we’ve got this! Test any new plant material or mulch you bring on your property.

Hūnānāniho was closed due to the recent storm Hurricane Lowell. The Department of Parks and Recreation  exercised caution and closed the campsite to allow the tree maintenance crews to address fallen or dangerous trees and branches.

But TODAY, it reopens to the public for recreational use. Tomorrow October 9th, you may apply for camping permit at camping.honolulu.gov for two periods:

October 16th-20th
October 23rd-27th

I am always inspired by the dedication of Enchanted Lake Residents Association to keep the lake clean and healthy. The focus is on what needs to be done - dredging, mangrove removal. But one speaker reminded them of the problems they have already solved over the decades - stinky smells, algae blooms and fish die off.

The Association bought the lake for $1 when Kamehameha schools said they wanted to sell it - worried it would go to a water-skiing company or such. Now they have a lot of liability and have to manage the pollution and sedimentation for the whole watershed as best they can.
