The first thing I do when I come to a new piano is check out the health on the inside (level of rust on strings, any cracks around bridge pins, etc) to see if it is advisable to risk adding on tension. If I see anything concerning I let my customer know, give them my recommendation, and let them make the call whether to risk the pitch raise or just have me tune it to itself.

This customer only ever plays the piano on its own, and doesn’t use any lesson apps that listen to the notes played, so it didn’t matter as much to him that it be brought up to pitch.
