One Voice United is a national campaign to give corrections officers a voice by bringing the leading labor unions, policy makers, academics and stakeholders together to discuss issues of importance and work toward solutions.

On September 11, 2001, more than 1,000 uniformed and civilian members of the New York City Department of Correction answered the call.

They searched for survivors at Ground Zero, transported critical supplies and equipment, assisted with recovery efforts, staffed the temporary morgue, and continued operating Rikers Island during one of the darkest moments in our nation’s history.

Their role in the response is a story that has too often gone untold.

This past year, One Voice United was honored to welcome retired Warden Richard Palmer and retired Captain Phil Rizzo to our Elevating Our Profession event, where they shared some of their experiences from September 11 and the days, months, and years that followed. OVU has also been privileged to join them at the annual 9/11 remembrance on Rikers Island, including this years 25th Anniversary, as the corrections community honors those who served and those whose lives were ultimately lost because of their service.

Their message is a simple but important one: “We were there. We remember.”

Thank you to Sarah Roebuck and Corrections1 for taking the time to tell this story and helping ensure that the service and sacrifice of New York City’s corrections professionals remain part of the history of September 11.

On September 11, 2026, the Heroes Honor Meal will take place at Zuccotti Park in New York City, bringing people together to honor those who answered the call following the attacks of September 11, 2001.

This event is being hosted by the Illinois Fraternal Order of Police Corrections Lodge 263 and FOP Chicago Lodge 7. One Voice United is proud to help share this event and, in doing so, recognize a part of the 9/11 story that deserves to be told.

When New York City and our nation needed help, the brave men and women of the New York City Department of Correction answered the call.

More than 1,000 NYC correctional professionals took part in the response and recovery efforts. They served at Ground Zero, helped establish critical communications for first responders, supported operations at Bellevue Hospital’s temporary morgue, and worked countless shifts at the recovery site. Their work continued in the days, weeks, and months that followed.

Many came from Rikers Island and other DOC facilities to serve a city in crisis. They ran toward an unimaginable tragedy because people needed them.

For years, their role in the response received far less recognition than it deserved and that is why events like this matter.

We thank Illinois Fraternal Order of Police Illinois Corrections Lodge 263 and FOP Chicago Lodge 7 for helping honor those who were there and keeping their stories alive by putting on this event.

One Voice United is proud to launch Frontline, a new publication created for corrections officers, probation and parole professionals, noncustody staff, 911 dispatchers, union and association leaders, and everyone working to strengthen the corrections profession.

Frontline will share real perspectives from the field, examine emerging challenges, highlight practical solutions, recognize professionals making a difference, and connect readers with policies, programs, and ideas from across the country.

In this inaugural issue, we introduce the One Voice United Intelligence Network and explore how artificial intelligence and new technology are beginning to shape the future of corrections.

Why does this matter? Because the people who do this work should have a meaningful voice in the conversations, policies, and changes affecting their profession. Frontline is intended to help elevate those voices, share what is working, and strengthen connections nationwide.
