Community Action will offer 16 scholarships in the amount of $2,500 to students who meet the following requirements:
Scholarship Eligibility:
· between the ages of 16 - 25
· have a minimum 2.0 GPA
· are a senior in high school or obtained a high school/GED
· currently enrolled in college or planning to attend college in Fall 2021
· Live in target areas: Allapattah, Brownsville, Liberty City, Wynwood, Culmer/Overtown, South Beach, Coconut Grove, Edison/Little River, Little Havana, Opa-Locka, Hialeah, Florida City, Goulds, Naranja, Perrine, or South Miami
· fall within 200% Poverty Income Guidelines of the Community Services Block Grant (see scholarship application)

PPP Paycheck Protection Program Update
The U.S. Small Business Administration, in consultation with the U.S. Treasury Department, will re-open the Paycheck Protection Program (PPP) loan portal to PPP-eligible lenders with $1 billion or less in assets for First and Second Draw applications on Friday, January 15, 2021 at 9 am ET.
The portal will fully open on Tuesday, January 19, 2021 to all participating PPP lenders to submit First and Second Draw loan applications to SBA.
Earlier in the week, SBA granted dedicated PPP access to Community Financial Institutions (CFIs) which include Community Development Financial Institutions (CDFIs), Minority Depository Institutions (MDIs), Certified Development Companies (CDCs), and Microloan Intermediaries as part of the agency’s ongoing efforts to reach underserved and minority small businesses.
On Friday, SBA will continue its emphasis on reaching smaller lenders and businesses by opening to approximately 5,000 more lenders, including community banks, credit unions, and farm credit institutions. Moreover, the agency also plans to have dedicated service hours for these smaller lenders after the portal fully re-opens next week.
There will be two types of loans in the third round of PPP lending:
• First time PPP loans.
• Second draw PPP loans.
The rules and regulations for the first time PPP loans are very similar to the first 2 rounds. However, the guidelines for the second draw PPP loans are very different. Here are a few highlights:
• Streamlined application for loans below $150,000.
• Maximum loan amount equal to the lesser of 2.5 x average monthly payroll for elected period up to $2 million. (NAICS code 72 will qualify for up to 3.5x average monthly payroll up to $2 million.)
• An additional eligibility test. The borrower must be able to show that their gross revenue decreased 25% in 2020 as compared to a corresponding period in 2019.
• A new Application, Form 2483-SD will be used. This form has not been released yet
