A Democratically Elected Government in Venezuela would have to Respect the ICJ Ruling

Georgetown Jan.31-- A former president of Bolivia is of the view that a democratically elected Government of Venezuela would be one that respects the rule of law and would accept the ruling of the International Court of Justice (ICJ) regarding the validity of the 1899 Arbitral Award which established its borders with Guyana, even if that ruling is not in its favor.
Former president Jorge Quiroga who is a founding member of the Latin America and Caribbean Presidential Mission, a grouping of former leaders committed to the promotion of democratic governance and the rule of law in the Americas, says that “I am sure that when Venezuela rejoins the club of full democracies, led by the Inter-American Democratic Charter and international law, it will have to work within established frameworks,” he said as he delivered the feature remarks last Wednesday at a forum on Global Trade Perspectives hosted by the World Trade Centre Georgetown (WTCG).
Stressing the importance of democracy and stable societies to the promotion of trade and economic development in the region Quiroga opined that Guyanese would know perfectly well that to have economic recovery and development “with oil under the ground, you must have judicial security above the ground with laws, with governments that are respected.”
He referenced a territorial dispute between his country and Chile which was ruled on by the ICJ. “It didn’t turn out so well for Bolivia and if you are like Bolivia, a democracy, then you have to abide by the rulings.”
