I wanted to recognize and thank these two gentlemen, Councilmen Delany and Wilson, for working on the recently completed Brinkley manor sidewalk repairs. A total of 52 sidewalk panels were replaced. Others were ground down to prevent any tripping hazard. These repairs were necessitated by tree roots heaving up the sidewalks.

During our regularly scheduled August Town Council meeting, the Town Council voted unanimously to set aside $145,000 from the speed camera program to purchase a new utility vehicle and rescue struts for the New Market Volunteer Fire Department. As you may already know any excess revenue over expenditure must be restricted by statute for public safety. As of our last audit we have $642,000 in that restricted fund. These items will help the fire department keep up with the equipment needed to keep us safe. We appreciate their patience as we sorted through their request. I would also like to thank Councilmember Moravy who is the Town’s liaison to the fire department.

I am a little late getting this out, but I wanted to update everyone on the FY’27 budget. During the Town’s regularly scheduled June meeting, the Town Council adopted the FY’27 budget. The total budget is $2,789,983.

That includes both the operating budget and the capital budget since it runs from the same fund. The capital budget is $859,725. The majority of that ($563,556) is attributable to the Hahn property. A large portion of those costs ($392,000) will be offset with a grant we received from the State with the assistance of our state delegation. We need to complete some interiors renovation to make the bathrooms and entrance ADA compliant. Replace the fire escape and roof and enlarge the meeting area. We hope to be ready for the move in this winter.

This leaves the operating budget. To get a clear look at how we are operating we remove capital spending and grants as well as enterprise operations such as the Speed Zone Safety Program and interest. We also look at the long-term cost of our capital assets and derive an amount we need to save (revenues-expenses) from operations each year so we can avoid debt when we need to replace those assets. We put this amount into our saving. It shows up as unrestricted cash in our financial statements.

As of June 30, 2025, we had $6.8m in unrestricted cash. This is what allowed us to pay cash to purchase the Hahn property. This year we are budgeting to put $342,033 before interest revenue back into our savings (unrestricted cash). This is less than most years but not unexpected as we are expanding staff and facilities as we get ready for the new communities. We also have set up costs associated with the Open Air Pavillion (Event Barn). Once the Event Barn becomes operational and the new communities come online those costs will be offset with new revenues and we can expect our numbers to go back to normal.

Lastly, since we essentially borrowed against our unrestricted cash to purchase Hahn’s, we will be looking to sell other properties that the Town will no longer need now that we have a large municipal campus. The proceeds will go back to unrestricted cash.

The Town Council and staff are working very hard. Kindly give them your support and understanding.

Thanks,
Winslow

On Monday April 13, the Town officially settled on the Hahn property. This endeavor has been a long journey. We are thrilled to complete this first step towards establishing our new home on Main St. Our focus now shifts to interior renovations, ensuring the building is fully up to code and ADA compliant. We are also pleased to share that Senator Folden and Delegate Pippy have secured a $392,000 grant to fund this next phase of construction.

This was a bittersweet moment for Barbara Windsor, the third-generation owner of Hahn’s transportation. Founded by Jim Hahn in 1933, the company has been a pillar of our community for nearly a century. Mr. Hahn alongside Paul Zimmerman, Frank Smith and the New Market Lions Club was instrumental in founding the New Market Volunteer Fire Department in 1954. For decades, Hahn’s supported the department by providing volunteers, drivers and maintaining fire apparatus.

I also remember my former council vice president and long time New Market resident Kathleen Snowden telling me a long time ago that Hahn’s hired many Black drivers. During WWII, African Americans served as drivers in the Army. After the war many locals continued to drive for Hahn’s. Hahn’s was a significant employer of African American drivers. In fact, according to Barbara, Hahn’s employed the first Black drivers licensed to haul fuel in the State of Maryland. We feel it is important to recognize Hahn’s contribution to the town and document a forgotten chapter our of history.

As we left the settlement office, Barbara teared up. We told her not to worry; Hahn’s is still in the New Market family and will be for a long time.

*I would like to thank Councilmembers Mueller and Moravy for their contributions to this post.
