Starting January 26, 2026, HPD will implement Local Law 86 of 2025, a new rent transparency measure written by Council Member Sandy Nurse that helps ensure tenants know whether their homes are rent-stabilized.
Under the law, buildings with one or more rent-stabilized units must post a clear notice in common areas, in both English and Spanish, explaining that rent-stabilized units exist and how tenants can check the status of their own home. This is law was pushed to increase transparency and to empower tenants to understand their rights.
The required notice is available in multiple languages on HPD’s website under Required Signage. To find out if your unit is registered as rent-stabilized, contact the New York State Division of Housing and Community Renewal (DHCR) by calling 718-264-3800 or going online to www.hcr.ny.gov
