#RickChow was found not guilty of murder on June 1, 2026, by a Richland County jury in #SouthCarolina for the 2023 shooting death of 14-year-old #CyrusCarmackBelton. The jury deliberated for approximately eight hours before delivering the not-guilty verdict, ending a five-day trial at the Richland County Courthouse. On May 28, 2023, Rick Chow and his son Andy chased Carmack-Belton from their Shell gas station on Parklane Road in Columbia, South Carolina, after falsely accusing the teenager of stealing water bottles. Following a chase spanning over 100 yards, Rick Chow fired a single shot from a .45 caliber G***k pistol into Carmack-Belton’s back, killing him. Store surveillance footage later confirmed the teenager had not stolen anything. Following his acquittal, Chow was expected to be released from jail, where he had been held without bond since his initial arrest three years prior. Carmack-Belton’s family attorney, Todd Rutherford, expressed deep disappointment with the verdict but urged the community to remain peaceful while confirming that the family will continue to pursue a pending wrongful death civil lawsuit against Chow. We need a packed house at the jail oversight board meeting tomorrow!

The jail has an existing notification policy that is rarely followed and is worded to allow the jail to
decide what constitutes a medical emergency. This has left families and attorneys unaware of
the status of clients and loved ones.

For years, we have pushed for a policy change and have been told that one will be crafted. In May, a motion was presented to compel the jall to present anew policy by June. That was voted down after the sheriff claimed that it would lead to escapes and increased safety concerns for his office.

Demand the following:

1. A policy that notifies the families, Jail Oversight Board, and attorneys when any incarcerated person is sent to the hospital, and where.

2. That the policy be passed expeditiously!

3. That loved ones and attorneys be able to visit an incarcerated person in the hospital.

4. That the jail provide an easier process to sign and update medical release of information
forms.

ICE agents have left Pittsburgh International Airport roughly two weeks after being deployed during the partial government shutdown. Officials say airport operations are unaffected.
A TSA agent confirmed seeing ICE agents Tuesday, but none on Wednesday. This comes on the brink of other good news that A bill was unanimously approved by the Pittsburgh City Council blocks city employees from cooperating with ICE enforcement operations.

For the first time, the Allegheny County Jail is paying incarcerated individuals for working and attending classes, with the program launching March 25. The initiative aims to support skill-building and reentry, though wages are low and structured under strict rules. Supporters say it’s a step toward fairness and rehabilitation, while critics argue the pay is minimal and overdue. Overall a step in the right direction but more steps need to be taken.
