The PAB has received a complaint regarding the RPD arrest that took place last night on Avenue B.

We understand the community has questions, and Rochester residents deserve clear, transparent answers about what happened.

This incident is a reminder of why independent civilian oversight matters. Community members need a place outside of law enforcement where concerns can be documented, preserved, and elevated. Civilian oversight helps ensure that patterns of concern are identified, community voices are heard, and conversations about policing are informed by the experiences of the people most affected.

The PAB is working with City Council and City administration to help bring clarity to the community.

Documenting alleged police misconduct is an incredibly important step towards accountability.

When misconduct is documented, agencies, policymakers, and the public can identify patterns, address systemic issues, and make informed decisions.

Just last year, the federal government eliminated a database that tracked misconduct by federal law enforcement officers. As access to these records becomes more limited, documenting incidents at the local level becomes even more critical.

Documentation is often the first step toward accountability, transparency, and meaningful reform.

On this day in 1963, Rochester appointed its first nine-member Police Advisory Board.

The board included community leaders from many walks of life: three clergy members, a pediatrician, an accountant, a treasurer, a lawyer, the president of the Labor Council, and a history professor.

More than 60 years later, many of the same challenges to civilian oversight remain. Although the original board was upheld as “valid and constitutional” by both the Appellate Division and the New York Court of Appeals, it was ultimately disbanded in 1970.

Today’s Police Accountability Board carries forward that legacy and continues the long-standing fight for independent, community-led oversight of policing in Rochester.
