Thanks to the real-time use of technology and diligent, on scene investigative work of our officers on patrol and in the Real Time Information Center, 30-year-old Rafael Gutierrez of Sacramento was identified as the suspect in this hit-and-run collision. Shortly after leaving the collision, officers located Gutierrez at a nearby hospital and arrested him on charges related to felony hit-and-run, reckless driving, and driving while his license is suspended/revoked. Thankfully, the other party involved in the collision sustained non-life-threatening injuries.

We all share a responsibility to keep our roadways safe. Reckless driving is entirely avoidable and endangers everyone. Fleeing the scene of a collision you’re involved in is illegal and will not be tolerated. Crimes like this threaten our community, and we will continue to use the tools and resources available to identify suspects and ensure they are held accountable.

On May 6, SPD officers responded to reports of a person leaning over the railing of a freeway overpass near Northgate Blvd and Interstate 80. When officers arrived, they found a juvenile hanging from the guardrail and were able to safely pull her back to safety.

Thank you to the community members who reported this critical situation, and to the dispatchers and officers whose quick response helped prevent a tragedy.

On Friday, May 8, 2026, just after 4:30 a.m., Sacramento Police officers responded to reports of a burglary in progress at a business in the 8500 block of Thys Court. Additional calls received also reported a shooting. Responding officers located an adult male burglary suspect with at least one gunshot wound. Despite lifesaving measures, the suspect was pronounced deceased on scene by Fire personnel. During the investigation, an additional adult male burglary suspect arrived at an area hospital with at least one gunshot wound and was reported to be in stable condition. A security guard for the business that was believed to have shot the burglary suspects, remained on scene and was detained by officers.

Due to the circumstances, Homicide Detectives and Crime Scene Investigators responded to take over the investigation. They processed the scene, collected evidence, and interviewed witnesses. After a thorough investigation, a voluntary manslaughter arrest warrant was obtained for the security guard, 55-year-old Joseph Mills of Sacramento. On May 19, Mills was arrested on the warrant and weapons related charges and booked into the Sacramento County Main Jail.

The Sacramento County Coroner’s Office will release the identity of the deceased after next-of-kin have been notified.

The Sacramento Police Department encourages any witnesses with information regarding this investigation to contact the dispatch center at (916) 808-5471 or Sacramento Valley Crime Stoppers at (916) 443-HELP (4357). Callers can remain anonymous and may be eligible for a reward up to $1,000. Anonymous tips can also be submitted using the free “P3 Tips” smartphone app.

After a relentless and coordinated investigation by our department, with vital support from our local, regional, federal, and international partners, 40-year-old Camron Lee was located in Mexico and arrested as the suspect in the murder of Angelica Bravo. Thanks to these tireless efforts, their children, Athena and Mateo Lee, were safely recovered and have been reunited with their family. This outcome is a testament to the power of collaboration, perseverance, and unwavering commitment to justice. The Sacramento Police Department recently participated in the 2026 Police Unity Tour, which marked the event’s 30th anniversary. Each year, officers from across the country embark on the 300-plus-mile journey to ensure that those who gave their lives in service to others are never forgotten.

The event took place during National Police Week. Thousands of law enforcement officers and support personnel completed a multi-day bicycle ride to Washington, D.C., culminating in a ride-in-ceremony at the National Law Enforcement Officers Memorial.

A big thank you to the Sacramento Police Department, the Sacramento Police Officers Association, the 1849 Foundation, and the Downtown Sacramento Partnership for all of the support.

Last week, we celebrated the graduation of 68 participants from the Links to Law Enforcement program. This collaborative program brings together the Sacramento Police Department, Sacramento County Sheriff’s Office, Elk Grove Police Department, Sacramento County Probation Department, and the California Department of Corrections and Rehabilitation to provide participants with education, mentorship, and firsthand exposure to careers in law enforcement.

Through the program, participants gain valuable insight into how various law enforcement agencies work together to enhance public safety and serve the community. In addition to highlighting sworn officer positions, the program also showcases the many professional and support roles that are critical to agency operations and community service.
