When the time for Pentecost was fulfilled,
they were all in one place together.
And suddenly there came from the sky
a noise like a strong driving wind,
and it filled the entire house in which they were.
Then there appeared to them tongues as of fire,
which parted and came to rest on each one of them.
And they were all filled with the Holy Spirit
and began to speak in different tongues,
as the Spirit enabled them to proclaim. - Acts 2:1-4

They said, “Men of Galilee,
why are you standing there looking at the sky?
This Jesus who has been taken up from you into heaven
will return in the same way as you have seen him going into heaven.”

Observe has several meanings: one is "to watch carefully" another means "to fulfill".
Christ is not talking about us watching his commandments or watch others fulfill them.
He is saying we must live our lives in a way that helps us fulfill the commandments.

Psalm 100:3
Remembering we are His, and so is everyone else, can be difficult. With the daily changes and uncertainty, we can easily get frustrated in this weird new normal we have going on and forget whose we are. Try to remember in your interactions with others, as the psalmist (sounding much like Yoda in my head) says. "His we are".
