Rose Schnitzer Tower celebrated a grand reopening after preserving 233 homes for older adults in Southwest Portland.

Renovations included major work on the interior and exterior of the building as well as updated balcony railings, new water heaters, upgraded bathrooms, and heat pumps added to all units for heating and cooling.

The property features onsite supportive services, a food pantry, translation services, technology classes, and more.

Great work to the partners who lead and supported this large preservation project. Keeping affordable homes in our communities is an essential part of the work we do at OHCS to house residents across the state. We're proud to be a partner and investor in this development.

OHCS received a national Award for Program Excellence from the National Council of State Housing Agencies (NCSHA) for its work to preserve affordable rental housing and strengthen housing stability across Oregon.

The recognition highlights the agency’s coordinated approach with partners to protect existing affordable homes through targeted financial investments. In Oct. 2025, OHCS launched the Property Stabilization Initiative, which awarded $39 million to 30 projects, helping preserve more than 2,200 affordable rental homes.

The Nixyaawii Neighborhood on the Umatilla Reservation celebrated construction completion last week for 4 new affordable homes available for purchase by Tribal members.

OHCS is proud to have been a funding partner on the development of these homes. Nixyaawii Community Financial Services - NCFS, the developer, hosted a block party to celebrate completion, and OHCS staff joined to tour the homes and surrounding area.

Congratulations to the Tribe and the partners who made the dream of homeownership a reality for these families.

OHCS staff visited partners in Sisters and toured multiple sites, including the city's mobility hub, a new ranger station, the Roundhouse Foundation, and the Sisters Woodlands Development.

The Woodlands Development is a mixed-used space bringing together affordable housing and local businesses. Sisters Habitat for Humanity built 10 homes for homeownership opportunities at this site, each of which were built to FireWise standards with resistant exteriors. The landscaping uses drought-tolerant practices.

It was a great day in conversation with partners about economic development, wildfire preparedness, and housing.

OHCS and CSH held an in-person convening for the Oregon PSH Cohort.

Over 200 partners are part of this cohort, including those that have been a part of OHCS' Supportive Housing Institute over the years. This institute provides in-depth technical training to partners developing permanent supportive housing (PSH).

At the in-person convening, participants heard a presentation on Cleveland Commons, a successful PSH project operating in Bend. Cohort members were able to network with one another and discuss challenges and resources for long-term PSH developments.

The meeting provided an essential space for partners to connect over real challenges they're facing as they continue to support residents. It was a great opportunity to bring together people from all over the state and from diverse housing projects.

We joined The Peer Company in Portland to celebrate construction starting on Alyssa Daye Gardens, a 31-unit permanent supportive housing (PSH) development.

Future residents will receive wraparound, one-on-one support for long-term housing security. PSH combines affordable rental housing with services designed to help people who have experienced chronic homelessness maintain their housing.

In addition to a trauma-informed design, the site will have energy-saving features to reduce utility costs.

We're excited for this vital addition to our current housing landscape. PSH is a model proven to work, and we cannot wait to see how lives are transformed in these future homes.

Elm Park Apartments in Florence was featured by Tax Credit Advisor this week, celebrating and highlighting the innovative rural development and how it came to be.

Prior to the development's opening, Florence not only needed more affordable housing, but it also needed more childcare. Only 148 seats existed for 650 children living in the city. Elm Park added 60 more childcare seats to the area for a new total of almost 210.

“I hope that it can be replicated elsewhere because it’s an amazing thing to see,” said Layne Morrill, president of the development company Our Coastal Village.

A unique financial structure led to the combined Elm Park housing and childcare projects, providing vital resources to the rural town of Florence on Oregon's Pacific coast.
