Notaries can not notarize a document without a notarial certificate. (NCGS 10B-23)
If your document does not have a notary certificate you can go to the Secretary of State website to find the one you need.
A Notary cannot tell you what type of certificate you need unless they are an attorney. (NCGS 10B-20 (m)).
