The United States Holocaust Memorial Museum’s Simon-Skjodt Center for the Prevention of Genocide released a new policy brief on Sudan. On January 7, 2025, the US State Department declared the situation in Darfur a genocide, recognizing the horrific crimes endured by communities that experienced genocide 20 years ago. The US today followed up its December 2023 determination regarding that SAF and RSF committed war crimes and the RSF had committed crimes against humanity and ethnic cleansing, with a determination that the RSF has committed genocide (https://www.state.gov/genocide-determination-in-sudan-and-imposing-accountability-measures/). In response, the Simon-Skjodt Center for the Prevention of Genocide released this statement: https://www.ushmm.org/information/press/museum-statement-on-us-state-departments-determination-of-genocide-in-darfur

The Simon-Skjodt Center for the Prevention of Genocide, in collaboration with the Dickey Center for International Understanding at Dartmouth College, has just released its 2024-25 Statistical Risk Assessment Report. The report assesses the risk that an intrastate mass killing may take place in a country. The report defines an intrastate mass killing as the deliberate killing of 1,000 or more civilians within a country by armed forces in the same country (whether government or nonstate), over a period of a year or less, because of their membership in a particular group.

Excellent analysis by of the mass atrocities risk in Sudan. Since the armed conflict escalated in Sudan again in April 2023, over half a million refugees have fled to South Sudan, where local tensions increased, and the humanitarian situation worsened further. You can find Danica's report here:

This important book by Scott Straus (https://lnkd.in/gWFEsvQ3) is a tremendous (and free!!) resource on atrocity prevention principles and tools published by the Simon-Skjodt Center for the Prevention of Genocide. This textbook and the Center's annual Statistical Risk Assessment (https://lnkd.in/eQp4_yyW) and AP tools analysis (https://lnkd.in/ehZnGMPs) should be required reading for every government professional and Hill staffer concerned with foreign affairs and national security matters. I know you have very little time on the Hill to read longer books or research publications, BUT THESE TOOLS YOU HAVE TO KNOW TO BE EFFECTIVE IN YOUR JOBS. The Center is here to help you!
