Russia is just the newest autocratic regime (after China) working to implement a CBDC. These are NOT countries we should be modeling policy from.

Russia to begin CBDC trials with 13 banks Bank of Russia begins testing the digital ruble project on Aug 15 with 13 banks and select clients. The aim is mass usage by 2025 as the pilot phase is to refine processes, including digital wallets and QR payments.
