I warned my colleagues not to vote for the sanctions bill because Trump wouldn’t use it as Congress intended: to sanction Russia.

Trump’s actions late on a Friday night two days before they were supposed to take effect, make it clear his loyalties are with Putin, not Ukraine.

The sanctions were part of a measure that was named after Senator Lindsey Graham, the South Carolina Republican who died in July.
