Subject: Message From TSA Council 100 February 2014
Legislative Meeting in Washington D.C.
On February 8-13 of 2014 the TSA/AFGE Local Presidents from across the Nation met with our Congressmen and Women to discuss TSA Specific issues. We learned from past Conferences. This time we broke off into TSA only groups, which
enabled us to talk TSA abuses with Congress. In the past we attended in large groups with other Government Agencies, and had very little time to discuss our specific issues. We were learning the system.
The TSA Council 100 also broke off into smaller groups and targeted specific Congressmen and Congresswomen. Our goal was to gather support on Women's issues, Fit for Duty Standards, MSPB Rights, FMLA, and Checkpoint Security. We targeted DHS and Homeland Security Committee Congressmen and Women, no matter where their State was located. We need these Members of Congress to call out TSA Administrator Pistole on the abuses that are being tolerated through his Office.
We also advised Congress, that since the CBA was signed, the abuses by TSA Management have increased. Administrator Pistole
sits idly by, as Management ignores the C.B.A. His lack of leadership has allowed TSA Attorneys to ignore and misinterpret the CBA. They trump up charges against Officers, and make a mockery of his Table of Penalties.
Administrator Pistole is now excluding AFGE at Town Hall meetings in New York, and Newark. In other parts of the Country TSA management is limiting AFGE Representation to 1 AFGE Representative, and limiting their input to only 1 Question.
So much for Freedom of Speech Collaboration, and Transparency. TSA has brought in a new Communication Coordinator. I hope she writes a complete story on TSA's abuse of Power Issue, and on the Rally in front of TSA Headquarters. AFGE has pictures, if she needs some information to place on I-Share. Perhaps she can get some quotes from Administrator Pistole and AFGE President Cox.
AFGE Chief Attorney David Borer talked to the Local Presidents in one of 2 Meetings that the TSA Council 100 planned. He spoke of the CBA Arbitration issues, and stated that the decision will come out around February 28, 2014. This deals with Parking, Committees, Collateral Effect, Bidding on Specific Location, and any unresolved areas that are colored in Yellow in the CBA Draft Handbook. So look for that decision soon.
On Official Time, TSA says there is no need to change the status quo. The Local Presidents aren't documenting enough use to give out any more Official Time than we already receive. If you don't document, then it never happened. Talks are ongoing. Start documenting everything. Don't write Grievances at home. It hurts our argument to give us Official Time.
David Borer also addressed the LAX Shooting and Security within the Checkpoints. He stated that Law Enforcement Hierarchy from around the Country sat in on the discussion and no one would condemn LAX for their Lapse of Security until it came to AFGE. But then why would they? The Local Airport authorities would lose Government funds at their Airports.
What a shame that politics would silence common sense. Had there been Civilian Casualties, then there would be outrage, and a call for Change!! But I guess a loss of a TSO's Life is tolerable. Just don't mess with Airport funding. How sad!!!

How's that Working Out? Let's see, we have... Fit for Duty Firings, FMLA Firings, Veterans Firings, Table of Penalties Firings, TOPS Pay Increase Abuses, and the only one fighting for your Rights and Jobs is TSA Local Presidents, AFGE and their Attorneys!!!

If you weren't able to attend the Legislative Conferences, then there is still time to E-mail a letter that the TSA Council 100 drew up to address TSA issues, and gather support from your Local Congress Person. Send the letter to both Democrats and Republicans. Both Parties can hate TSA together for once. Administrator Pistole is the one who is allowing the TSA Lawyers to ignore Laws passed by Congress like FMLA. He is the one allowing Veterans to be terminated. Administrator Pistole can stop the abuses any time he wants. The Honeymoon is Over!
The Legislative Conference was highlighted by a TSA Rights Rally in front of TSA Headquarters. This was a Historic Event! It had never been done before. President Emeritus John Gage made the trip to again walk with his TSA Family.
The Voices of Despair, and Change rang out. Bull Horns echoed through the Hallways of TSA Headquarters. MSPB Rights ! Quit Firing Veterans! Women's Rights! Hire More Women!! Enforce the C.B.A.!!! Open a Lane! WHO ARE WE??...A.F.G.E.
The "Suits" inside knew TSA/AFGE was on the sidewalks. This was TSA News that will not make I-Share. We also had many supporters inside the Building, who expressed their support, but were told not to join the Rally. Not all workers inside TSA are Management. Many came from Union Families, and many are former AFGE Members.

The TSA Council 100 now asks that the Legislative Conference be a wake up call. When we talked with Congress most said they had no idea of the abusive behavior that TSA Management was allowing to flourish. This is why we need every TSA Local to appoint a Political Action Coordinator. Have PAC Fund raisers. Congress acts on those who support the Candidate, both Monetarily, and with Boots on the Ground.
Benny Thompson said, every TSA Local needs to go and visit their Congressperson at their home office. The Staff should know your FACE. They should say, " Here comes TSA again. What went wrong this time". The Local needs to be involved with the Congress person's campaign. So if you can't contribute money, then you can surely contribute TIME. Walk, Talk, and KNOCK! MAN PHONE BANKS! Get the Vote out!!
We need to take back the House!

Congressman Benny Thompson said, Locals need to run for your Airport Authority. You want change in your airport? You want to end SPP?? Then be a voice on the Airport Authority.
Makes Sense!! Don't want to run, then support a Candidate.
TSA/AFGE can either be a Player, or a Whiner!! We're new to this Union Business, but we're learning fast. The TSA Council 100 will be discussing appointing a Political Action Team to visit Congress quarterly. We need to keep Congress advised on TSA Issues. Charity Wilson has been outstanding in pushing TSA Issues inside Congress, and we need to support her efforts. We need to learn to play the Game, and when we approach our Congress Person, they need to know our "First Name."
We also need to look into running for Office within AFGE National. NEC Positions are being contested. Run for a national Office. Even if you lose, you gain exposure for the next election. You become a Player. We need National Players! So run for a NEC position. Get
involved. It's YOUR UNION.
In conclusion, send out those TSA Issues Letters to your Congressperson, make a visit, have a PAC Fund Raiser, attend a Airport Authority Meeting, appoint a Political Action Coordinator, and become Politically Active. The Road to a Better Tomorrow Runs through Congress!!!
