Open Systems Architecture (OSA) is being implemented across the DoD.

OSA uses existing technology to produce modular, interoperable systems with open design practices that can be easily upgraded and thereby reduce costs. OSA often requires that the DoD possess Data Rights, which are necessary to control costs and maintain flexibility in the acquisition and sustainment of weapon systems.
