It's been another couple of weeks packed with activity in YS. Huge thanks to the people and organizations that pull these things off for us to enjoy! 👏

Tonight’s Council meeting starts with an Executive Session at 5pm, to consider the evaluation or compensation of a public employee or official and to consider the acquisition of real estate. Executive Sessions are not open to the public, but you can, of course, join us afterwards for the regular meeting at 6pm.

We'll have meeting minutes, the first Budget Session minutes, and the credit card statement to approve, to start things off. The Budget Session minutes aren’t very detailed so I’d suggest watching the video if you want the to be familiar with any discussions. Here’s a link to that video: https://www.youtube.com/live/iW0usjzp-hE?si=uJf_nvg5wgOrOEV6 You can see card purchases made by staff here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_consent4.pdf?clientSite=YellowSprings-OH

Petitions and Communications includes several letters from the public with budget comments and suggestions. We also have the Mayor’s Report this round. Mayor Steve provided a list of events he has attended in addition to the Mayor’s Court updates. Check that out here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_01a.pdf?clientSite=YellowSprings-OH If you are keeping up with the stats for weddings, sadly it’s 17-1, with Steve far ahead of me, despite him being so busy working the early voting polls in Xenia. I’ve got a lot of catching up to do.

There is a memo from Miami Valley Regional Planning Commission (MVRPC), announcing they will be holding a virtual public meeting on Thurs, Nov 5, from 5-6pm to review transportation projects being considered for federal funding in the region. Details to participate in that are in here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_01g.pdf?clientSite=YellowSprings-OH

Citizen Concerns fall in line next. Come share what’s on your mind!

We had no legislation to vote on at our last meeting, but we seem to be making up for that tonight, as we have several pieces to consider. And, that is why this post is so long.

Ordinance 2026-20 - This is to simplify how we update planning and zoning fees. Right now, changing those fees requires going through the formal ordinance process and Planning Commission review. This change would allow Council to adjust fees by resolution instead, while keeping certain requirements for subdivision deposits and additional review costs in the Zoning Code. Read memos from Nia and the Solicitor here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_03a.pdf?clientSite=YellowSprings-OH

Ordinance 2026-21 - This goes along with the previous ordinance and would remove the existing planning and zoning fee schedule from the Zoning Code. This would also allow Council to set and update fees by resolution rather than going through the longer ordinance process each time. This change does not establish new fees - it just changes how they can be adopted and adjusted in the future. See those docs here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_03b.pdf?clientSite=YellowSprings-OH

Ordinance 2026-22 - This is Fourth Quarter Supplemental Appropriations. This includes about $4,200 in reimbursements coming in, and $190k for Rumpke going out. The numbers are here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_03c.pdf?clientSite=YellowSprings-OH

Resolution 2026-35 - This updates who is authorized to sign checks and handle banking transactions for the Village’s WesBanco accounts. Treasurer Judy Kintner and Police Chief Paige Burge are already authorized, and this resolution adds Larry Hartlaub, who is with Shared Resource Services, the consultant firm for our Finance Department. Read that here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_03d.pdf?clientSite=YellowSprings-OH

Resolution 2026-36 - This is in regard to a $9,884.22 invoice from Duke’s Root Control using a “then and now” certificate. Duke’s specializes in treating tree roots that grow into sewer lines, so I assume that’s what we’re talking about here. Out of curiosity, I'll ask whether the work was routine preventive maintenance or addressed a specific problem. Ohio law requires the Village to verify that funds are available before making purchases, but if that certification wasn't completed in advance, a then-and-now certificate can be used to confirm that the funds were available at the time of purchase and are still available. Because this invoice exceeds $3k, Council must approve the payment. See the docs here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_03e.pdf?clientSite=YellowSprings-OH

I try to share what I learn along the way, especially when it helps explain why Council votes on things that might otherwise seem like routine paperwork. There are often legal requirements and financial safeguards that aren't obvious or can be confusing. I hope I’m helping with clarity for anyone who needs some, as I often do.

Resolution 2026-37 - This is to assign Larry Hartlaub of the Shared Resource Center to serve as Interim Finance Director. This would amend our existing agreement with the Shared Resource Center, effective Oct 12. It's worth pointing out that the Village has already been paying for Shared Resource Center services for a lot of support throughout the former Finance Director's tenure, so this is not a new expense or relationship. The existing contract lists hourly rates ranging from $75-$200, depending on the services provided, including $175 for finance consulting. Some details are here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_03f.pdf?clientSite=YellowSprings-OH

The amended agreement is still being finalized, with the existing contract attached for reference. The VM and Solicitor hope to finalize it before the meeting. Otherwise, the resolution will be pulled until the next meeting. I'm hoping to know how Hartlaub's appointment changes the scope of services, expected hours, or overall costs. I'd also like to know how much we've spent on these services in recent years and whether this interim arrangement is actually expected to significantly increase expenses overall.

Resolution 2026-38 - This is about authorizing Jeff to sign an agreement with the developer of Spring Meadows for Phases 3 & 4 of the subdivision on E. Enon Rd. This expansion would add 190 market-rate units across 28 acres, in addition to the roughly 90 homes planned in the original development.

For some background, the original Spring Meadows development began in 2023, and the previous Council approved annexing the additional acreage in Oct 2025. Planning Commission approved preliminary plans for the expansion in Nov 2025. This resolution is not final approval of the subdivision, but an agreement outlining the developer's responsibilities for infrastructure construction, inspections, fees, and other requirements before final approval.

The estimated cost of Phase 3 public improvements is $2.37m, paid by the developer. The agreement also requires deposits to cover Village engineering, inspection, and legal expenses, along with maintenance bonds and requirements for parking, stormwater management, and sewer infrastructure. Public infrastructure accepted by the Village will eventually become our responsibility to maintain, which is why these agreements and safeguards are important. Dive into the docs here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_03g.pdf?clientSite=YellowSprings-OH

One detail worth highlighting is the sidewalk connection along E. Enon Rd. Nia had mentioned in an ATC meeting her desire to work with the developer to extend the sidewalk beyond the development's property so it connects with the existing sidewalks, rather than ending at the development’s property line. Part of the idea she shared involved reducing the sidewalk width from 10ft to 5ft in exchange for the longer connection, which could save the Village the cost of filling in the gap to Dayton St. The agreement now calls for a 5ft sidewalk extending to Dayton Street, so I'm interested in confirming that this accomplishes the intended connection.

In Old Business, Gavin will open another discussion about the VM search firm decision. Then our Solicitor, Amy, will discuss proposed Village Charter amendments concerning the recall of elected officials and the ability of Council and other Village bodies to hold remote or hybrid meetings.

One consideration is when to put these changes before voters. A special election in May 2027 could cost the Village an estimated $42,412 if there are no other issues on the ballot. Alternatively, Council could place the amendments on the Nov 2027 ballot to avoid the cost of a standalone special election. If you have an opinion about that, feel free to come and share it during Citizen Concerns. Amy is also recommending that we include a Charter amendment protecting the ability of Council and other Village boards and commissions to participate in meetings remotely, with requirements to maintain public access. Read her memo and the BoE’s estimate here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261019_06b.pdf?clientSite=YellowSprings-OH

Board and Commission updates are set for this meeting, so any of us that have them will run through those. I usually include mine in the packet, which is not required at all - I just like to so it's easier for folks who don't watch the meetings to have the info. I didn’t get them to Judy in time last week, so I’ll do those verbally during the meeting. I wasn’t able to attend the Active Transportation meeting because of our Budget Session, but stopped in for the last few minutes to answer some questions. I will share updates on YSDC and YS Schools. I’m so glad that when kids head back to school on Wed, they will all finally be in the buildings and classrooms they should be in. Teachers and students have been very patient and I hope they settle well into their new spaces.

Future Agenda reminds us that Oct 22 is our next Budget Session, as well as lays out second readings on some of the above legislation and other expected items for the next regular meeting.

You can watch live or stream later here: https://www.youtube.com/

I’ll be available at the Emporium 12-3pm if anyone wants to chat. Otherwise, see you this evening at 6pm! ✌

What a fun time fall has already been here in YS! Several events with great live music, creative films, legendary visitors, zombies… and I officiated my son’s wedding a few days ago! 🥰 Good times and so much fun! But today, I’m back to serious business, as we start with a work session on CRAs at 5pm.

CRA stands for Community Reinvestment Area. It’s a local economic development tool that allows communities to offer property tax abatements on new construction or improvements for a set period of time. The goal is to encourage investment and development by reducing the additional property taxes created by that new investment. Tyler Bridge from Bricker Graydon & Wyatt will lead us through the session and detail all of the whats, whys, and hows. Nia, our rockstar PZA, will jump in at the end to discuss proposed CRA changes specific to the Village.

I have a pretty good understanding of this subject, but I have been looking forward to a deep dive. The ordinance we are discussing tonight was pushed through at the end of last year by the previous Council as an emergency, with no public discussion and very little information. Earlier that year, after reading in the paper that a CRA was being considered in connection with the Windsor project on the land purchased from Antioch, I attended a meeting specifically to ask about it. Windsor is a very wealthy developer. I was told at that meeting that a CRA was not an option being discussed for that project. That statement obviously turned out to be less than accurate, one might say. But here we are, so let’s all dig in, understand what the ordinance actually does, and talk about how we can use this tool better going forward. The public is welcome and encouraged to join us and learn more as well.

The CRA Ordinance and docs Tyler will be discussing are here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261005_work1.pdf?clientSite=YellowSprings-OH
The docs related to Nia’s discussion are here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261005_work2.pdf?clientSite=YellowSprings-OH

Our regular meeting starts at 6pm. Petitions & Communications is light, but includes a memo from Angie you can read here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261005_01b.pdf?clientSite=YellowSprings-OH

There is no Mayor's Report this round. I was hoping to start keeping score on weddings, now that I'm back to exercising my ordination credentials. Mayor Steve has been busy working the polls, though, so I might have a little more time to catch up.

Citizen Concerns are up next. Please join us to share what’s on your mind. Since we don’t have any legislation on the agenda, it's a bit more of an open mic this evening. The legislation that had been planned needs more time for discussion, so both items were bumped to a future meeting. Remember to sign in so someone can reach back out to you if needed. We are considering the best ways to respond to Citizen Concerns, especially those that need factual corrections in the moment or questions that have simple answers, but for now, we are still mostly just listening and following up later, as necessary.

We will jump right into Special Reports next. Michelle will present the Second Quarter Financial Report. See the charts she will try to explain to everyone here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261005_04a.pdf?clientSite=YellowSprings-OH
Judy will follow with a Treasurer Report, which you can preview here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261005_04b.pdf?clientSite=YellowSprings-OH

The Manager’s Report is packed full of good info. YSPD will be taking on a new pup named Dot on Oct. 12. They have also hired a new dispatcher and two new officers. In other staff news, Nia was elected to the APA Ohio Board of Trustees. Nia and Aaron also attended a regional conference, and other PZ & BZA folks attended training as well. Our electric crews saved the day a few times, again, with vehicle vs power lines, poles, and bridges incidents. They also helped Piqua tackle some emergency work. Tanner graduated from the Center for Local Government Leadership Academy. Ben has documented everything going on everywhere and is still improving the new website. Interim Manager Jeff Sheridan will give the rundown during the meeting, but you can check out the entire report here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261005_05.pdf?clientSite=YellowSprings-OH

I also noticed the street sweeper is making rounds. I’ve been practicing thumb yoga, conditioning my hitchhiker pose for that. Wish me luck. 👍✨

In New Business, Gavin and Angie will present their recommendations for the VM recruitment firms. We were all given the proposals last week and had time to review them and submit questions. If I am full of anything, it is always questions, but I’m glad to say mine were answered and I am pleased with the options we have. We have not met about or discussed the options together, so I am curious to see if my choices rank similarly to theirs.

Gavin will also lead a discussion about sharing information with the public. We are all trying to expand that practice while staying within legal and procedural boundaries. Landing on how and when to best do so is the goal.

Our Solicitor, Amy, will talk to us about the Charter Amendment Process around recalls. A July 2025 Ohio Supreme Court decision determined that charter municipalities need to spell out their recall process directly in their Charter, rather than simply referring to the process in state law as ours currently does. That means we need to update our Charter language, which ultimately requires approval by ballot vote. Her explanatory memo is here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/261005_07c.pdf?clientSite=YellowSprings-OH

Future Agenda lists out our Budget Session dates, in addition to the fee legislation that was rescheduled. The first Budget Session is this Wednesday, Oct. 7, from 3-5pm. The next one will be Oct. 22.

And a quick common-sense reminder, as the leaves are now falling. Just like snow, it is your responsibility to clear the sidewalks in front of your home. Wet leaves are a hazard to walk on, just like snow and ice. And please do not blow or rake your leaves into the street either. You can purchase leaf bags at the Village Utility Office for putting them at the curb. Better yet, mow them and leave them be, or pile them onto your flower and garden beds. Leaves are great food for the soil, and being a good steward of your little patch of the planet is pretty great food for the soul.

See you this evening! ✌

Fall is arriving tomorrow with its usual reminder that change is normal. But! Please refrain from pumpkin-spicing everything until maybe Thursday or Friday.

Interim VM Jeff Sheridan will be joining us for his first meeting tonight. Jeff has a deep municipal management background with more than two decades in local government administration, including manager roles. He has worked with infrastructure, utilities, economic development, grants and capital projects, and is coming into YS with very recent experience helping a community through a management transition in Johnstown. Jeff is with Management Advisory Group, an Ohio-based local government consulting firm that provides interim management, executive recruitment, organizational reviews, strategic planning, process improvement and similar services. This kind of transition work is not just in their wheelhouse - it's what they do.

Our meeting will begin with an Executive Session at 5pm, to consider the appointment, employment or compensation of a public employee or official. Ohio law allows certain personnel matters to be discussed in Executive Session rather than in public session. It is important to understand that privacy and secrecy are not the same thing. I do believe the public will be updated, as this doesn’t appear to be a new topic.

We’ll move into our regular meeting at 6pm, starting with a swearing-in. Matt Raska is entering another term on the Board of Zoning Appeals, continuing his commitment to serve. I do wonder if he gets another lapel pin. Former Mayor Pam told me I’d have to pay five bucks for a replacement when I was sworn in, so if reappointment comes with free accessories, I need to add that to my list of municipal loopholes to exploit later. (insert evil villain laugh here)

I don’t often share a link to the credit card statements, but since this meeting is a bit light, I’ll spare you too many filler jokes and take a moment to remind you that those are always published in the packet and approved along with the meeting minutes. Here’s the August CC statement: clerkshq.com/Content/Attachments/YellowSprings-OH/260921_consent2.pdf?clientSite=YellowSprings-OH

Petitions & Communications has 6 items. One is a letter to the community from Angie. I don’t think she shared it to the paper or elsewhere, so here’s a direct link to that: https://clerkshq.com/Content/Attachments/YellowSprings-OH/260921_01f.pdf?clientSite=YellowSprings-OH You can read all of the submitted docs by opening the Sept 21 Agenda frrom the left menu at this link: clerkshq.com/YellowSprings-OH

Citizen Concerns are next. We are usually here within the first 10 minutes of the meeting, so if you plan to speak, make sure you arrive before then. Signing in is helpful so we have contact info if a follow-up is needed. We will jump into legislation after that.

Emergency Ordinance 2026-19 - This is an additional third quarter budget supplement. These are passed as emergencies so the books can be updated right away. Emergency appropriation ordinances do not require a public hearing but we do it anyhow, so there will be one. This one includes about $86k going to the outgoing VM for PTO payout and consulting services for the rest of 2026. Those docs are here: clerkshq.com/Content/Attachments/YellowSprings-OH/260921_03a.pdf?clientSite=YellowSprings-OH

At the last meeting, someone who regularly attends meetings asked why we didn’t have financial docs up on the screen during meetings. So in case others don't know, they are always published in the online packet and available on the Friday prior to Monday meetings. That is not new. Trying to read a worksheet on a TV from across the room would be pretty hard anyhow. I also always post the direct links and try to highlight what’s most notable because breaking this stuff down and getting more people to actually read what’s in the packet is the whole reason I started using this page this way. Maybe one day I’ll dive into this more and tell you about the document I read last year before I was on Council that made me realize just how few people are actually looking at them. But that’s for another day.

Resolution 2026-33 - This authorizes the Interim VM to apply for Ohio Public Works Commission funding for the Village’s 2027 street maintenance and repaving program. Staff is recommending an application built around a $200k local contribution, which would represent about 26% of a roughly $769k project and request about $569k from OPWC. Staff says that option appears more realistic than asking for the larger $1.05M grant. If Council approves the resolution, Choice One will submit the application for the Village. Read the memo here: clerkshq.com/Content/Attachments/YellowSprings-OH/260921_03b.pdf?clientSite=YellowSprings-OH

Resolution 2026-34 - This finalizes Burns’ resignation as VM and approves both the separation agreement and the Public Works consulting agreement that have now been negotiated. His resignation was effective yesterday. The consulting agreement runs for one year and pays $13,426.40 per month for as-needed public works consultation, regardless of the number of hours worked. That number surprised me, so I asked about it and was told that it is based on and equal to his $161,116.80 annual salary. You can read both docs here: clerkshq.com/Content/Attachments/YellowSprings-OH/260921_03c.pdf?clientSite=YellowSprings-OH

There is no Mayor's Report or Manager's Report this meeting. Those are monthly and will be on the next meeting agenda.

In Old Business, Senay will give us an Economic Development update. New Business is always a bit of a wait-and-see, depending on whether anyone has something to bring up.

Monthly Boards & Commissions updates are scheduled into this meeting. Here are mine:

Active Transportation: clerkshq.com/Content/Attachments/YellowSprings-OH/260921_08j.pdf?clientSite=YellowSprings-OH

YSDC: clerkshq.com/Content/Attachments/YellowSprings-OH/260921_08c.pdf?clientSite=YellowSprings-OH

School Liaison: clerkshq.com/Content/Attachments/YellowSprings-OH/260921_08h.pdf?clientSite=YellowSprings-OH

Housing: clerkshq.com/Content/Attachments/YellowSprings-OH/260921_08m.pdf?clientSite=YellowSprings-OH

Future Agenda items include upcoming Budget Session dates. The first one will be Sept 28.

And that should be it. No beats skipped. Watch live or stream later here: youtube.com/

I’m optimistic about the reset in front of us. We don’t need to agree on everything, but we also don’t need to manufacture opposing camps when most of us are trying to get to some version of the same place. Call me radical if you must, but I think less gamesmanship would probably help get more done. Failing that, I remain committed to my plan of stowing away on the street sweeper.

See you at 6! Happy Fall, ya’ll! ✌

09/15/2026

Last week I attended both our local Active Transportation Committee meeting and the Miami Valley Regional Active Transportation meeting, so there was a lot of conversation about bikes, pedestrians, trails and accessibility packed into a few days.

Locally, we continued working through the Active Transportation strategic plan update with GFT. The public survey is now closed, and the feedback collected will help the final plan better reflect how people actually move around YS and where they run into barriers. GFT collected input at Art on the Lawn last month, and we’re hoping to continue that outreach at Fall Street Fair and at a few school events as well. The goal is to hear from as many different community members as possible and make sure the plan is as accurate and useful as it can be.

A few days later, at the Miami Valley Regional Active Transportation meeting, we reviewed the current regional bike trail maps because those maps are about to be updated as well. YS sits in a pretty remarkable regional trail network, so keeping our local planning connected to the larger Miami Valley system matters - both for residents getting around locally and for people traveling into and through the Village by bike.

We also spent some time discussing the continued growth of e-bikes and e-motos across the region. As those become a bigger part of how people move around, there is ongoing work around safety, education, appropriate use, and how communities can better help riders understand the differences between the various types of bikes and motorized vehicles. That’s something we’ll continue working through locally as well.

Local advocates also hosted an accessibility demonstration last week. I wasn’t able to attend because it happened at the same time as the regional meeting, but Mayor Steve and Senay participated. As part of the demonstration, they each attempted to enter the Bryan Center using wheelchairs and very quickly learned how difficult it can be to maneuver through even a familiar public space when you’re experiencing it from a different perspective. It’s one thing to understand accessibility challenges in theory and another to physically encounter the barriers yourself. Shout out to local advocates who help keep things moving forward in positive ways.

Another great local piece of active transportation work is the weekly Mills Lawn Bulldog Bike Bus, organized by Emily Berlo, Mills Lawn PE teacher (which feels like an understatement of her work). Students ride together to school on Wednesday mornings, weather permitting, with adults helping them navigate the route safely. It’s a fun way to build confidence for young riders while also reinforcing Safe Routes to School in a very practical way. If you’d like to learn more or sign up to help, you can find information and contact Emily here: mls.ysschools.org/bulldog-bike-bus

If you are interested in joining our local Active Transportation Committee, reach out for details. We’d love to have you!

09/08/2026

I hope the long weekend gave folks a chance to slow down and catch a breath. An extra shoutout of appreciation to the people whose work doesn’t stop just because the calendar says it is a holiday.

We will start our regular Council meeting at 6pm this evening. That fifth Monday in August left us with a 3 week gap in meetings, so I am glad to get back into the space and continue forward.

There are about 30 personal letters in the P&C, most of which were submitted two weeks ago. My personal favorite is the one asking whether our families are prepared for the consequences of our Council actions. Totally normal and not at all an odd thing to put in writing, eh? Anyway, they’re all public records, so have at it. The whole list can be found here: https://clerkshq.com/YellowSprings-OH

Otherwise, Petitions and Communications also include 5 other items, one of which is the Mayor’s Report. If my count is correct, Mayor Steve is up to 14 weddings this year. I also learned I was wrong about the $100 fee - it’s actually only $50! Now it feels like weddings just went on sale! Tempting, but I'm still fairly skeptical of this whole tradition. This month’s report is pretty brief, but you can check out Mayor’s Court stats here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/260908_1ah.pdf?clientSite=YellowSprings-OH

Citizen Concerns fall in line next. A few folks have suggested I have people come speak or submit letters in support of me and/or my fellow Council members, but I really don’t feel much need to turn Citizen Concerns into competing camps or take up more meeting time with a back-and-forth that isn’t moving anything forward. A direct conversation, person to person, is a lot more useful and I’m always up for that. Criticism, disagreement, questions and suggestions are all fair and welcome. But shaming people and their families or assigning motives from behind a keyboard or microphone, where you know we cannot answer back, is a pretty poor substitute for good-faith conversation. Disagreement can be sharp without becoming personal. Once something is said, written, or carried into someone’s real life, it often speaks more to your character than to the person you aimed it at. But by all means, please be yourself.

Ordinance 2026-15 - This is about the Centerpoint/Vectren franchise agreement that needed to be revised. Angie noticed the length was more than the Village Charter allows for, so this agreement has been revised to reflect that. It is now a 10 yr initial term. This is the second reading, and there will be a public hearing, as is with most ordinary ordinances. Read the details here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/260908_3a.pdf?clientSite=YellowSprings-OH

Emergency Reading of Ordinance 2026-18 - This is a standard quarterly budget update, adjusting appropriations to reflect current needs and anticipated expenditures. It is being read and passed as an emergency, as usual, so those changes can take effect right away. The $55k Interim Manager expense is included, along with several smaller community-funded items and reimbursements. See those numbers here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/260908_3b.pdf?clientSite=YellowSprings-OH

Resolution 2026-31 - This gives the Council President authority to finalize a separation agreement and a fixed-term consulting agreement with Burns for public works support. If mutually agreeable terms are reached, Council’s approval of this resolution also accepts his resignation as VM. Basically, this is meant to give the Village the clear path needed to finalize the separation. See more here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/260908_3c.pdf?clientSite=YellowSprings-OH

Resolution 2026-32 - This approves an agreement with Management Advisory Group to provide interim Village Manager services while Council works toward hiring a permanent manager. Jeff Sheridan would serve in the interim role, averaging about 24 hours per week at $135/hour. The agreement is expected to last roughly 16 weeks, although the start date has not yet been set. Read that here: https://clerkshq.com/Content/Attachments/YellowSprings-OH/260908_3d.pdf?clientSite=YellowSprings-OH

The Manager’s Report is light. It is mostly an update on progress toward Village goals, but there’s some news tucked in there too. Brother, YSPD’s Paws for Ability dog, has officially flunked the program and will be heading to his forever home today. While service-dog life wasn’t for him, I’ve met him a few times and can confirm he is absolutely qualified to be a very good boy and a great companion for his new family. And, Community Outreach Specialist Danny became a Licensed Social Worker last month! Big congrats and thanks to her for leveling up and bringing even more to the work she’s already doing for the community.
