Let us first examine the seemingly reluctance of a number of Nationals and Non-nationals to embrace the inevitable process of Governance of our people, by our people, (quasi-independance). We cannot continue to deny that our people are concerned about an independent Virgin Islands, if and when decided. These concerns must be addressed if, after 72 years, we are to move to yet another level of self-determination.
The question is, what measures or provisions are required to be embedded in our next Constitution to give measurable assurance of Accountability, Transparency, and Good Governance? Our Constitution have evolved over the years so as to prepare the territory for the next stages of self-determination, so let us examine prior advancements:

In 1950, the VI Constitution Order was restored.

In 1957, the VI opted NOT to join the West Indies Federation.

In 1962 the Virgin Islands decided NOT to become an independent state, as provided for by the West Indies Act of 1962, but chose to remain as a United Kingdom Colony until such time as the territory was best positioned to transition to an independent state.

In 1967 the Virgin Islands was granted an advanced Constitution Order; Crown Colony Government was replaced by Representative Government/Ministerial Government. A majority of Legislative responsibilities were devolved to elected Ministers.

In the 1976 Constitution: the subject of Finance was devolved to an elected Minister; the Governor was required to consult with the Chief Minister on the exercise of reserved powers; provisions were made for the appointments of Chief Ministers and Leaders of the Opposition.

In 1978, the territory no longer required or requested Grant-in-Aid from the United Kingdom Government.

In the 1993 Constitution Amendment Order Legislative Council was increased to allow for elections of 4 At-Large Representatives.

In 2007, a further advanced Constitution Order: ushered in Cabinet; the office of DPP; National Security Council; Bill of Rights; post of Attorney General reserved to a Virgin Islander; criteria for Belongers Status and eligibility for holding elected office; provisions for a sixth Ministerial Position and two additional districts; adjustments to the Governor's Reserved Powers; and worded the Vision of the Virgin Islanders by adding the Preamble to the Constitution.

The periods following the last five revised Constitution Orders have resulted in remarkable legal, infrastructural, political and social progress in the Virgin Islands.

In readying the territory for Self Determination I have asserted that our next revised Constitution Order must seek to include:
1) A time frame for political education;

2) A date for the conduct of a referendum on status;

3) Provisions to ensure Accountability and Trannsparency;

4) Provisions to give voters and residents the assurance that corrective actions could be taken prior to the expiration of the four year term; and

5) The continuation of an independent and properly functioning justice system that will ensure proper and timely consequences for all inappropriate actions, without exceptions.

Doing nothing and regression are NOT options. What other provisions for inclusion in the next Constitution Order do you suggest?
