Infants & Toddlers Program - Part C of IDEA FFY 2026 Grant Application Comment Period
The Virgin Islands Department of Health wishes to advise the public that the FFY 2026 Grant Application for funds under Part C of the Individuals with Disabilities Education Act (IDEA) is available for review in both districts for 60 days starting March 20, 2026, ending May 17, 2026. There is an opportunity for public comments for 30 days, beginning April 1, 2026, ending April 30, 2026. The application will be available for review at the following locations.
On St. Thomas in the Infants and Toddlers Program conference room on the first level of the MCH building located at 3241 Estate Contant Suite #7.
On St. John at the DeCastro Clinic located in Cruz Bay.
On St. Croix in the Infants and Toddlers Program located in the Sunny Isles Medical Center Suite #11

It takes a village to raise a child. You all met Alice while we were pregnant working at ReUse, and you were the first to meet her 5lbs home from the hospital to the warehouse. We were so moved by the outpouring of support from the STT matriarchy who taught us how to be parents while working.
This week in crisis our support network sprang into action for Alice. Thank you to loyal customer Ms. Patricia Sprauve for contacting us to arrange autism services. We didn’t know in the early days her meltdowns in the store were sensory overloads. Our customers and staff would get worried there was something seriously medically wrong with her screaming full force. Now we know it was all just too much for her sensitive little nervous system.
Ms. Whitfield-Rhymer and Ms. Robles from Virgin Islands Department of Health Infants & Toddlers Program are angels who not only taught our nonverbal autistic daughter how to draw a circle and walk a straight line, but played with her and made her feel welcome and normal. They didn’t have to tell us their personal experience autism parenting, but they did, and just being able to talk about something as simple as the war over tooth brushing and hair helped. It’s a unique 36hr day you don’t even realize you’re running until someone puts their hand on your shoulder and says this is too much to bear, let us help you. We love that instead of saying CANNOT on Alice’s assessment, they said CAN’T YET.
