Last evening the Territorial Committee approved the proposed amended bylaws which modernizes our rules of operation. Much of the basis for the changes are fundamental to Judge Robert Molloy’s ruling that political parties are protected by the freedom of association. 2025 have been a banner year of accomplishments where we have put a financial and operational infrastructure in place that will be tweaked from time to time. As State Chairwoman, I hereby provide notice to every candidate interested in running under the Democratic Party’s banner, beyond the responsibilities required by the government, you are required to meet the certification standards of the Democratic Party of the Virgin Islands. We encourage you to run for something as we build a Democratic Party our members deserve! See below some of the new changes to our bylaws.
1. The inclusion of individuals running for Board of Elections and Board of Education to meet DPVI’s certification requirements, and successful candidates are members of the Territorial Committee.
2. Democratic Clubs must meet recertification by the TC every two years, and deactivation and new clubs must be certified 6 months prior to the filing deadline during an election cycle. Clubs may still endorse candidates.
3. Only members in good standing may endorse the nomination of Democratic candidates. (The endorsement by TC members is a new requirement).
4. Officers and staff of the DPVI must sign the neutrality pledge where they are prohibited from displaying favoritism to any candidate during the primary election.
5. Membership dues are $100 per year.
6. The terms for Chair, Vice Chair, and District Chairs will be 4 years.
We will soon provide the 2025 Annual Report on the status of our finances and operations. The 2026 DPVI Election and Certification Plan and the updated bylaws will also be available. Good afternoon, and thank you, Ms. Corbeil, for your message that was recently shared in the Voices of St. John VI page. We appreciate your more than forty years of service to the St. John community and the perspective you bring. The Democratic Party of the Virgin Islands respects the right of every resident to express concerns, and we value the genuine care for the Territory reflected in your post.
It is important, however, that any discussion about our leaders and our Party be grounded in the factual record. Delegate to Congress Stacey E. Plaskett has faced scrutiny, as all public officials do, but a fair and complete assessment must also acknowledge her substantial contributions to the Territory. Under her leadership, the Virgin Islands secured over ten billion dollars in federal disaster recovery funding following Hurricanes Irma and Maria, the largest federal investment in our history. She has worked closely with FEMA, HUD, and other agencies to advance hospital rebuilds, school reconstruction, broadband expansion, energy grid modernization, and workforce development. She became the first Delegate from the USVI to serve on the House Ways and Means Committee, giving the Territory a long overdue voice in national economic and tax policy. Her advocacy on national platforms has brought unprecedented visibility to the needs of the Virgin Islands, ensuring that our challenges and our culture are understood across the country. These accomplishments are documented, measurable, and directly impact the daily lives of Virgin Islanders.
Your concerns about political culture and the direction of the Democratic Party deserve acknowledgment. What is equally true is that the Party today is not the Party of the past. Under the new leadership of State Chair Carol Burke, the Democratic Party of the Virgin Islands has entered a period of meaningful reform focused on transparency, accountability, and inclusion. Chair Burke has led the strengthening of internal controls, the reactivation of standing committees, and the expansion of leadership opportunities for women and young people. She has prioritized broad community engagement across all islands, including St. John, and has worked to rebuild the Party’s relationships with national Democratic partners to ensure that the Virgin Islands remains fully represented. Her leadership has already resulted in a more organized, responsive, and community-centered Party that reflects Democratic values in both practice and principle.
It is also a matter of record that Democratic leadership has consistently delivered the majority of federal funding, policy advancements, and recovery support that the Territory continues to rely on. From education aid to Medicaid enhancements, from workers' protections to economic development initiatives, Democratic governance has consistently moved the Virgin Islands forward. This progress does not mean the Party is above critique, no institution is, but it does mean that the broader truth includes the measurable gains achieved.
We hear your concerns, and we share your hope for a Virgin Islands rooted in fairness, accountability, transparency, and strong leadership. The Democratic Party remains committed to continuing its reforms, expanding community involvement, uplifting new leaders, and ensuring that every resident on St. John, St. Thomas, and St. Croix is seen, heard, and valued.
Even when perspectives differ, we appreciate honest dialogue and the passion for community that motivates it. Thank you again for sharing your message, and we wish you and your family a meaningful and peaceful holiday season.

The Virgin Islands Democratic Party proudly led by Carol Burke as State Chair for the 2024–2026 term. Her leadership reaffirms the Party’s commitment to organizational stability, strong internal governance, and long-term growth across the territory.
The Territorial Committee was officially sworn in on November 23, 2024, at the Port Authority’s conference room in a ceremony administered by The Honorable Maria Cabret, Associate Justice of the Supreme Court of the Virgin Islands.
Chair Burke will lead alongside an accomplished Executive Committee:

The Territorial Committee is composed of 12 District members, 16 At-Large members, 15 senatorial candidates from the recent primary election, and distinguished leaders including Delegate to Congress Stacey Plaskett, Lt. Governor Tregenza Roach, and Governor Albert Bryan Jr.
Carol Burke brings more than 30 years of unwavering service and leadership within the Democratic Party. Her extensive tenure includes roles such as:

-Two-term Vice Chair

The Democratic Party of the United States Virgin Islands is aware of a document and online post circulating under the title “USVI Democratic Party Early Primary Poll Report #1.” We wish to address this matter directly and transparently to prevent confusion, misinformation, and unintended speculation within our community.
First and foremost, this poll was not sanctioned, approved, authorized, or produced by the Democratic Party of the Virgin Islands. At no point did the Party request, commission, or validate the information presented in this report. Its release was done independently and without any consultation or communication with Party leadership.
Secondly, the individuals or names referenced within this unsanctioned poll should not be interpreted as official candidates for any Democratic primary or elected position. To date, no candidate filings have been submitted to the Democratic Party of the Virgin Islands, nor has any documentation undergone review or approval through the Party’s established procedures. Until those formal steps occur, no person should be represented as an official or potential nominee of the Party.
As the election season approaches, the Democratic Party remains committed to integrity, fairness, and clarity throughout the entire process. We remind the public, supporters, and community partners to rely exclusively on official announcements from the Democratic Party of the United States Virgin Islands for credible, accurate, and up-to-date information on candidate filings, primary notices, and other election-related matters.
