General Informations

By the late 1950s, the quality control of products and merchandises was developed within the foreign trade and domestic trade ministries and some governmental industrial companies.

The Institute for Standardization and Metrology was established in 1962 in the North, and later on, the Department for Quality Control of Products and Merchandises was formed in 1971. Both were placed under the State Committee of Science and Technology. The formation of the above agencies marked significant turning points in the development of activities on standardization, metrology and quality in Vietnam.

In South Vietnam, the standardization activities were discussed among the goverment leaders of the Saigon regime from 1966 and the National Institute for Standardization was set up in 1972 on the basis of the Standardization Law.

Since the end of the Vietnam war (April 30th 1975), the standardization activities have been reorganized and coordinated on the State level throughout the country.

In 1979, the State Department for Standards, Metrology and Quality was established by emerging the existing standardization, metrology and quality agencies (in the North) and the Institute for Standardization (in the South). In early 1984, it was in turn reorganized into the General Department for Standards, Metrology and Quality.

Since 1995, the name of the General Department for Standards, Metrology and Quality in English has been changed to "Directorate for Standards, Metrology and Quality" (STAMEQ) which belongs to the Ministry of Science, Technology and Environment (MOSTE) (now the Ministry of Science and Technology)

In 1999, the President of Vietnam promulgated an Ordinance on Metrology, an Ordinance on Good Quality and an Ordinance on the protection of Consumers’ interests which promote the development of standardization, metrology and quality control activities, in keeping with the Government's Renovation Policy.

STAMEQ is the national standards body of Vietnam and has been joined ISO as a member since 1977

On the celebration of the 50th anniversary of President Ho Chi Minh's signing of Decree 8/SL on Metrology (1950-2000), the Directorate of Standards, Metrology and Quality was conferred the highest distinction, the Labour Order, First Class by the State. On January 19th 2000, General-Secretary of the Vietnam Communist Party, Le Kha Phieu sent a letter of appreciation of achievements made by units and individuals in the field of metrology in the whole country.

On October 11, 2001 the Vice Prime Minster Pham Gia Khiem signed the Decision No. 155/2001/QD-TTg on Vietnam's Measurement Day.

On the occasion of the 40th anniversary of Standards, Metrology and Quality Branch, the State President Tran Duc Luong signed the Decision No. 714/2002/QD/TCN regulating awarding Directorate for Standards and Quality under Ministry of Science and Technology Independence Medal class 3 due to excellent achievements in work, great contributions to the work of socialist construction and Fatherland protection.
