The Bill for the Harmful digital Communications Act No. of 2024 and its Authority Establishment - Bill for the Digital Safety Authority Act No. of 2024 have been listed in the Second Ordinary Parliament Session. This will commence on the 7th November 2024.
Lets hope the bills gets passed and gazetted.

What is internet law?
Internet law – sometimes called cyberlaw – refers to the legal principles and regulations that govern the internet's use. Internet laws are not always clear and straightforward because:
The internet is relatively new and continues to evolve, which means legal frameworks can struggle to keep up.
Internet laws often incorporate and apply principles from different legal fields – such as privacy laws or contract laws – which pre-date the internet and can be open to interpretation.
There is no single law regulating online privacy. Instead, a patchwork quilt of federal and state laws apply. In addition, different jurisdictions around the world may have different interpretations of how to apply internet privacy laws.

Introducing Vanuatu (CERTVU)'s "Multi-stakeholder Cyber Security Bundle" - a 'Train-the-Trainers' Awareness and Capacity Building program.

October is the International Cybersecurity Awareness Month. Vanuatu along with many other countries around the world celebrates this month by advocating for Cyber Security, and delivering various Cyber Security Awareness to better improve and enhance securing and protecting our devices, systems and networks, and organisations including Government Critical Infrastructure.
This year OGCIO and CERT Vanuatu - CERT VU with our stakeholders are targeting a niche group of audience. We introduce our locally developed "Multi-stakeholder Cyber Security Bundle."
It is a "train-the-trainers (CERTVU 3T)" model and approach bundled into one program, where we target specific personnel to help as effectively spread and build Cyber Security Awareness. Overall, we strive to improve Vanuatu's Cyber literacy. We are delivering the two resources and program to our Communities, Schools, Organisations and Government. It is aligned with the Vanuatu Cyber Security Strategy of 2030, National Security Strategy of 2019, Vanuatu's Decentralisation Policy, and overall NSDP 2030.

The National Taskforce led by OGCIO and Stakeholders have recently visited all 6 Provinces of Vanuatu conducting the Consultation on the Draft Vanuatu National Harmful Digital Communications Policy.

What is a Harmful Digital Communication (HDC)? What are some examples of Harmful Digital Communications? And What is the Government of Vanuatu and its stakeholders doing to address these HDC issues?

The ongoing and increase of online threats and attacks including cyber-bullying, hate-speech and threatening languages in Vanuatu targeting people, businesses and the government are identified thus, contributed to the rapid toxic cyber nature in Vanuatu. It contributes to the changes on how information is communicated and shared on a day-to-day basis. This toxic cyber environment tarnishes the Internet environment. Such toxic online communication is referred to as “Harmful Digital Communication (HDC).”

Harmful Digital Communications via online services, applications and more often on Social Media Platforms are a concerning issue for Vanuatu especially during the era of this Pandemic. Harmful Digital Communications can take a variety of forms. It happens when someone uses the Internet, email, apps, social media and mobile phones to:

• Send or publish threatening or offensive materials and messages;
• Spread damaging or degrading rumours about someone;
• Publish online invasive or distressing photographs or video for someone; and
• Encourage or fuel negative-based information, acts and online behaviour to destroy someone or and organisation's reputation.
