On Wednesday March 11, the Director of the Vanuatu Fisheries Department and the Acting Director of the Department of Ocean and Maritime Boundaries within MFOMA have officially signed their respective performance agreement contracts with the Public Service Commission. It marks a crucial step towards enhancing accountability, performance standards, and service delivery of the ministry.

This aims to align the objectives of these departments with national development goals, fostering transparency and efficiency in the management of fisheries, maritime boundaries, and ocean resources.

The signing ceremony highlights the government's dedication to good governance, results-driven management, and the sustainable growth of Vanuatu’s maritime and fisheries industries.

The Vanuatu Fisheries Department is reminding all fishers, shop owners, and communities that certain fishing nets are prohibited under law. These rules are in place to safeguard our marine resources, ensure sustainable livelihoods, and protect the long-term health of our ocean.
👉 Illegal nets will be confiscated, and penalties may apply.
👉 Communities are encouraged to work together for responsible fishing practices

We are honored to welcome Mr. Samson VILVIL FARE as our new Director General, following his appointment by the Public Service Commission on 12 December 2025.

We are confident that his extensive experience and leadership will serve as a strong foundation for the growth and development of our Ministry.

🔈PSC Appoints Mr. Samson Vilvil Fare as New Director General of Ministry of Fisheries.

Port Vila, 12 December 2025. The Public Service Commission (PSC) announced on 11 December the appointment of Mr. Samson Vilvil Fare as the new Director General (DG) of the Ministry of Fisheries, Oceans and Maritime Affairs (MoFOMA).

Mr. Samson Vilvil Fare is a Ni-Vanuatu professional and leader with two decades of strategic experience in fisheries, biodiversity conservation, climate change, and sustainable development at global, regional, and national levels. He spent 26 years working abroad, including the last six years serving as Vanuatu’s High Commissioner to Australia🇦🇺.

Mr. Fare brings with him a wealth of expertise in diplomacy, environmental governance, project management, policy development, strategic analysis, and resource mobilization. He has proven ability to lead diverse, multidisciplinary teams in multicultural environments.🤝

In his congratulatory note, the Chairman of the Public Service Commission, Mr. Meto Nganga commended the new DG and stated the PSC is confident MoFOMA will thrive under his leadership.

“We look forward to your leadership and expertise in ensuring the sustainability of our marine resources and oceans, which will greatly support the government’s decision-making,” Mr. Nganga said.

In response, DG Fare expressed his enthusiasm to return home and contribute to strengthening the sustainable use of Vanuatu’s ocean resources in a way that supports livelihoods and protects natural heritage in harmony with the nation’s diverse culture.

“As a proud Ni-Vanuatu, I bring a unique perspective that bridges traditional knowledge with modern scientific approaches. My leadership philosophy emphasizes collaboration, inclusivity, and innovation to address the interconnected challenges of environmental degradation, climate change, and the link between ocean management and sustainable economic development,” he said.

“My professional journey reflects a deep commitment to empowering communities through integrated approaches to sustainable fisheries, marine and ocean resource management, aligned with the Sustainable Development Goals (SDGs) and the National Sustainable Development Plan (NSDP).”

DG Fare officially signed his contract in the presence of the Acting Secretary, Mr. Stephane B**g on Friday, 12 December 2025.

Mr. Fare holds two master’s degrees: an MSc in Biodiversity & Conservation and an MA in Economics & Social Sciences with a focus on Environmental Policy and Sustainability Development.
