On September 22, 2026, the Provincial Environment and Natural Resources Office (PENRO) organized a coastal cleanup in Barangay Lais, Malita, in celebration of the International Coastal Cleanup (ICC) 2026. The event gathered employees from the Provincial Local Government Unit (PLGU), representatives from various government agencies, the business sector, and community members to promote responsible waste management and protect the coastal environment.

Aligned with this year's ICC theme, “Clean Seas for Resilient Communities,” the cleanup highlighted the importance of healthy coastal and marine environments for community well-being and resilience. Observations during the cleanup revealed issues such as open dumping and burning, which threaten local ecosystems and livelihoods.

To effectively combat marine litter, sustained education and community engagement on proper waste management practices are crucial. The Office of PENR encourages ongoing collaboration among all stakeholders to maintain clean coastal areas and prevent waste from entering the sea.

The cleanup raised awareness of shared environmental responsibilities, emphasizing that each piece of waste removed contributes to long-term solutions. The Office of PENR remains committed to protecting coastal and marine environments, reminding everyone that resilient communities start with a healthy environment.

As part of the delivery of the monitoring equipment procured by the Provincial Environment and Natural Resources Office (PENRO), TERSUS, the equipment supplier, conducted a hands-on training for the field monitoring personnel on the proper operation, handling, and utilization of the Real-Time Kinematic (RTK) equipment. The training provided field personnel with the practical knowledge and skills necessary to use RTK effectively during field activities.

With the field personnel now trained in the proper operation of the RTK, PENRO can conduct field assessments with greater accuracy and confidence, thereby supporting more timely and reliable evaluation of mining and quarrying applications.

Through prompt, proactive, and people-centered collaboration, the Provincial Environment and Natural Resources Office (PENRO-LGU) strengthened environmental management efforts at the Tent City Evacuation Center in Barangay Nuing, Jose Abad Santos, Davao Occidental, serving families affected by the recent magnitude 7.8 earthquake.

With over 1,000 evacuees, concerns were raised regarding the increasing volume of plastic waste in the area. In response, the team, headed by Ms. Madelyn C. Birondo, conducted an orientation on proper solid waste segregation in accordance with Republic Act No. 9003, otherwise known as the Ecological Solid Waste Management Act of 2000.

Sacks and black bags were provided for the segregation of plastic waste, while biodegradable waste was directed to the barangay’s designated composting area. Recyclable materials will be stored at the Materials Recovery Facility (MRF) for proper turnover and collection by MENRO.

This initiative highlights the importance of proper waste management even in emergency situations, helping maintain a clean, safe, and orderly evacuation environment for all affected families.

STRENGTHENING DOCUMENTATION AND ENFORCEMENT THROUGH REPORT WRITING WORKSHOP

The Provincial Environment and Natural Resources Office (PENRO) successfully conducted the workshop entitled “𝐼𝓃𝓉𝓇𝑜𝒹𝓊𝒸𝓉𝒾𝑜𝓃 𝓉𝑜 𝑅𝑒𝓅𝑜𝓇𝓉 𝒲𝓇𝒾𝓉𝒾𝓃𝑔 𝒶𝓃𝒹 𝒲𝑜𝓇𝓀𝓈𝒽𝑜𝓅 𝑜𝓃 𝒞𝒶𝓈𝑒 𝐵𝓊𝒾𝓁𝒹-𝒰𝓅” facilitated by 𝓐𝓽𝓽𝔂. 𝓖𝓮𝓸𝓯𝓯𝓻𝓮𝔂 𝓟. 𝓝𝓪𝓿𝓪𝓻𝓻𝓪, 𝓙𝓻., who served as the Resource Speaker.

The activity was attended by 18 PENRO personnel, including 12 Monitoring Personnel, two (2) Information, Education, and Communication (IEC) Staff, Office Personnel, the PENRO, and Assistant PENRO.

The workshop aimed to strengthen the participants’ knowledge and skills in proper report writing and effective case build-up, particularly in the preparation of Incident Reports related to reported illegal quarrying activities. The activity emphasized the importance of accuracy, completeness, and professionalism in documenting incidents and preparing official reports necessary for enforcement and legal actions.

The Office expresses its sincere gratitude to Atty. Geoffrey P. Navarra, Jr., for generously sharing his expertise and valuable insights, which greatly contributed to the success of the activity.

Through this initiative, this Office continues to enhance the capability of its personnel in carrying out duties and responsibilities toward efficient and effective public service.

Last April 7-8, 2026, the team from the Provincial Local Government Unit (PLGU) of Davao Occidental, spearheaded by the Provincial Environment and Natural Resources Office (PENRO), together with representatives from the Provincial Planning and Development Office (PPDO) and the Provincial Engineer's Office (PEO), participated in a 𝘽𝙚𝙣𝙘𝙝𝙢𝙖𝙧𝙠𝙞𝙣𝙜 𝘼𝙘𝙩𝙞𝙫𝙞𝙩𝙮 on the 𝓥𝓮𝓻𝓽𝓲𝓬𝓪𝓵 𝓗𝓮𝓵𝓸𝓹𝓱𝔂𝓽𝓮 𝓕𝓲𝓵𝓽𝓮𝓻 𝓢𝔂𝓼𝓽𝓮𝓶 (𝓥𝓗𝓕𝓢) organized by the Department of Science and Technology (DOST) Region XI.

The two-day activity included site visits to Maa Slaughterhouse in Davao City, Rivera Medical Center in Panabo, and the Sto. Tomas Slaughterhouse in Davao del Norte. These visits provided the team with valuable technical insights into this nature-based, low-cost wastewater treatment technology.

By observing these successfully implemented systems, the team is now better equipped to adopt innovative and eco-friendly solutions at the Provincial Capitol Compound.

In partnership with DOST, the Province continues to advance water management through science, technology, and nature-based innovations.

The Office successfully conducted a series of Information, Education, and Communication (IEC) activities on March 28-29, 2026, covering coastal and inland communities to strengthen awareness and understanding of Batas Pambansa Blg. 265.

On March 28, 2026, IEC sessions were conducted during the assemblies of Barangays South Lamidan and Linadasan, both belonging to coastal communities. The discussions primarily focused on the provisions of Batas Pambansa Blg. 265, emphasizing its relevance to coastal resource management and environmental protection.

The activity was led by Ms. Roxan A. Susalo, with the assistance of IEC Support Staff Jenifer A. Inocillas and monitoring personnel Donald P. Manangca, Joel L. Diacosta, and Gilbes B. Pamulagan Jr.

Meanwhile, on March 29, 2026, the team conducted an IEC session during Barangay Kinanga's assembly. Given that the team had previously attended the assembly during the last semester of 2025, the discussion focused on a more detailed and in-depth explanation of Batas Pambansa Blg. 265, further reinforcing the community's understanding and compliance.

These initiatives reflect the Office's continued commitment to promoting environmental awareness and ensuring that communities are well-informed partners in sustainable development.

Together, let us work towards a more informed and environmentally responsible community!
