How much has the City spent on the Armory for the Police Department and City Hall to date?
Thatโs hard to tell, but the Armory property itself was purchased in 2024 for $402,298. A contract was let with Ayres Associates to do an initial design to convert the Armory for the Police Department with a garage for $29,970. It was never clear how that contract became a design by Alliance Construction & Design, but it is assumed that they completed their work within the Ayres contract budget. This $432,268 total did not include any design work for a new city hall and was funded by existing city funds.
A contract was signed with The Bolt Company in May of 2025 for the design of the conversion of the Armory for the Police Department/Garage and the addition of a 10,000 square foot City Hall. That contract seemed to be worth $443,600. But, Bolt was asked to look at the UWGB Library conversion for city hall and to develop an estimate remodeling the existing city hall as extra work. The current estimate by Bolt for their design services under this contract is $492,860. How much of that has been spent has not been revealed publicly. The money for the Bolt contract comes from the $7.5 million borrowed to renovate the Armory for the Police Department/Garage and the addition of a 10,000 square foot City Hall.
Bids will come in May 20th and then we will know how much over budget the project is.
