The DOST-FNRI develops technologies for nutritious, safe and affordable food products and transfer these to interested entrepreneurs for commercial production and distribution.
From this stems the DOST-FNRI's Program on the Nationwide Technology Transfer and Commercialization of Food Technologies which started in 2010.

This program helps improve the nutritional health of Filipinos while providing economic opportunities to entrepreneurs and their workers and suppliers.

The Institute's goal is achieved transferring commercially-viable technologies to private, government and non-government organizations in the regions or provinces.

The DOST-FNRI provides the necessary technical assistance and consultancy services to successfully set-up and operate the food processing plant.

The Anti-Red Tape Authority (ARTA) was established and empowered to implement and oversee a national policy on anti-red tape and ease of doing business and to monitor and evaluate compliance of agencies covered under SEC 3 of R.A. 11032, and issue notice of warning to erring and/or noncomplying government employees or officials.

R.A. 11032 defined "fixer" as any individual whether or not officially involved in the operation of a government office or agency who has access to people working therein, and whether or not in collusion with them, facilitates speedy completion of transactions for pecuniary gain or any other advantage or consideration.
