The Department of the Interior and Local Government - National Capital Region (DILG-NCR) formally commenced the 2026 Human Resource Development: Local Governance Enhancement and Administrative Development Series (HRD LEADS) toward Technical Excellence and Transformative Governance Program through the conduct of Session 1 on May 28, 2026, at the DILG-NCR Regional Office in North Avenue, Quezon City.

Facilitated by DILG Pasay Field Office City Director Atty. Cherry P. Canda-Melodias, CESO V, the session apprised Local Government Operations Officers (LGOOs) and other Regional and Field Office personnel of the general powers and attributes of local government units (LGUs) under Book I, Title I, Chapter II of the Local Government Code of 1991.

The 2026 HRD LEADS Program is a flagship initiative of LGCDD and the Capacity Development Facility of the Local Governance Regional Resource Center (LGRRC), aimed at strengthening the capacity of DILG-NCR personnel to provide accurate guidance, uphold compliance, and serve as credible knowledge brokers for LGUs across the region.

This June, we commemorate two meaningful occasions: Philippine Independence Day on June 12 and World Environment Day on June 5. While they may seem unrelated, both remind us of our duty to protect what sustains our lives, dignity, and future. As we honor the sacrifices of our heroes, we are also called to care for the nation they fought to preserve.

Today, the effects of climate change are no longer distantโ€”they are felt in rising temperatures, extreme heat, and environmental crises affecting communities. Incidents like the Navotas landfill fire highlight how environmental issues directly impact lives, health, and livelihoods. These realities urge us not to fear, but to act.

As public servants, we play a vital role in influencing changeโ€”not only through policies, but through the example we set. True patriotism is found in our everyday choices: conserving resources, reducing waste, and caring for our surroundings. In protecting the environment, we protect our nation and secure a better future for generations to come. After all, loving our country means caring for the very resources that sustain it.

In a collaborative effort to strengthen local governance, infrastructure oversight, and inter-agency synergy, the Department of the Interior and Local Government โ€“ National Capital Region (DILG-NCR), through the Project Development and Management Unit (PDMU), convened Key Partner Agencies for the LPMC Learning Society on May 14, 2026, at the 3rd Floor Conference Room, DILG-NCR.

The LPMC Learning Society serves as a unified and structured capacity development initiative aimed at strengthening LPMCs across the region. The coordination meeting consolidated recommendations from stakeholders to ensure that all inputs are coherent, integrated, and responsive to the operational and current needs of LPMCs.

Through this fortified partnership, DILG-NCR and its partner agencies reaffirmed their collective commitment to promoting a more responsive, coordinated, and capacity-driven approach to local project monitoring. The official roll-out of the LPMC Learning Society among NCR LGUs is set for July 2026.

In pursuit of its commitment to professional development and organizational excellence, the Department of the Interior and Local Government โ€“ National Capital Region (DILG-NCR) officially launched the 2026 Human Resource Development: Local Governance Enhancement and Administrative Development Series (HRD LEADS) toward Technical Excellence and Transformative Governance Program during the Regional Flag Raising Ceremony held on June 1, 2026, at the DILG-NCR Regional Office, North Avenue, Quezon City.

Spearheaded by the Capacity Development Facility of the Local Governance Regional Resource Center (LGRRC) and the Local Government Capability Development Division (LGCDD), the HRD LEADS Program was designed to strengthen the legal foundations of Local Government Operations Officers (LGOOs) through regular, modular, and practice-oriented learning sessions on key provisions of Republic Act No. 7160, otherwise known as the Local Government Code of 1991.

Slated to run until October 2026, the HRD LEADS Program serves as a significant milestone in DILG-NCRโ€™s continuing efforts to build a highly competent workforce in support of its vision of becoming a highly trusted Department and partner in local governance and national development.

The Department of the Interior and Local Government โ€“ National Capital Region (DILG-NCR) proudly celebrates another milestone in women leadership and public service as two distinguished female officials formally took their oath as Local Government Operations Officer (LGOO) VIII on May 25, 2026, at the Social Hall of the Sugar Regulatory Administration.

The oath-taking ceremony was administered by DILG-NCR Regional Director Maria Lourdes L. Agustin, CESO III, who commended the honorees for their dedication, competence, and invaluable contributions to local governance in the National Capital Region.

DILG-NCR extends its warmest congratulations to LGOO VIII Kathleen M. Sibal-Tungcul, CESE, and LGOO VIII Ana Jury H. Castillo, MPM, RN, EnP, CESE, as they embark on greater responsibilities in advancing responsive, accountable, and people-centered local governance across the region.

The Department of the Interior and Local Government โ€“ National Capital Region (DILG-NCR) proudly joined the National Heritage Month 2026 celebration through the cultural showcase titled โ€œRoots and Horizons: Our Shared Heritage, Our Collective Future,โ€ held at the Likhang Filipino Exhibition Halls Gallery 1 of the Center for International Trade Expositions and Missions (CITEM) in Pasay City on May 22, 2026.

The event highlighted the rich cultural legacy and culinary heritage of the City of Mabalacat, Pampanga, in line with the continuing efforts to promote Filipino identity and local traditions. It formed part of the โ€œPamana FriDatesโ€ series spearheaded by the National Commission for Culture and the Arts (NCCA) and Center for International Trade Expositions and Missions, featuring Mabalacat City as a vibrant cultural and gastronomic destination.

Through its participation, DILG-NCR reaffirmed its commitment to supporting national initiatives that celebrate cultural heritage, strengthen community pride, and promote inclusive local development by recognizing the deep cultural roots that shape Philippine identity. The activity underscored a shared vision among government agencies and cultural institutions: to honor the past while building a future grounded in heritage, creativity, and collective identity.

The City Government of Makati, through the Makati Anti-Drug Abuse Council (MADAC), successfully hosted the deliberation of the Regional Oversight Committee on the Barangay Drug Clearing Program (ROCBDC) for the validation and assessment of barangays across the National Capital Region (NCR) on May 25, 2026, at the Makati Coliseum.

Central to this accomplishment is the steadfast advocacy and leadership of the DILG Makati Field Office under City Director Mary Jane S.E. Nacario, CESO V, who continues to champion the full implementation of the Barangay Drug Clearing Program through proactive monitoring, technical assistance, capacity development, and close coordination with MADAC and barangay officials.

During the activity, ten (10) barangays in NCR were deliberated for possible drug-cleared declaration, with Barangay Guadalupe Viejo successfully declared drug-clearedโ€”completing Makati Cityโ€™s milestone of having all twenty-three (23) barangays officially recognized as either drug-cleared or drug-free.

The DILG National Capital Region commends the unwavering commitment of the City Government of Makati, MADAC, barangay officials, law enforcement agencies, and community partners in advancing the cityโ€™s anti-illegal drug initiatives and reinforcing people-centered governance.

The Department of the Interior and Local Governmentโ€“National Capital Region (DILG-NCR) joined key national government agencies, academic institutions, and healthcare partners in supporting the official rollout of the Sexual Assault Investigation Kit (SAI.Kit), a groundbreaking Filipino innovation designed to strengthen forensic evidence collection and support justice for survivors of r**e and sexual assault, which was held at the Natural Sciences Research Institute in the Miranda Hall of the University of the Philippines Diliman on May 19, 2026.

Developed through more than 25 years of research by the DNA Analysis Laboratory of the Natural Sciences Research Institute (NSRI), University of the Philippines Diliman, the SAI.Kit standardizes the collection and preservation of forensic evidence while ensuring trauma-informed and survivor-centered handling of sexual assault cases.

DILG-NCR emphasized that stronger coordination among local government units, hospitals, law enforcement agencies, forensic institutions, and community-based VAW response mechanisms will be essential in maximizing the impact of the SAI.Kit and ensuring survivor-centered responses across communities.
