There will be a speaker giving a speech regarding Bill C-54/S-14: The Not Criminally Responsible Reform Act
The legislation amends the Criminal Code, creating a new “high risk” category for offenders found Not Criminally Responsible and imposing additional constraints on the review process. Closer to home, there have been recent changes to Alberta's Mental Health Act, lowering the threshold for involuntary hospitalization. In short, legislative trends suggest governments are seeking greater control over individuals with mental health problems, tending to see these individuals as dangerous rather than unwell.
Dr. Patrick Baillie will discuss these proposed changes, which may run afoul of Canada's commitments under the United Nations’ Convention on the Rights of Persons with Disabilities.
Over the last 20 years, Patrick Baillie, who is also a lawyer, has worked as a psychologist in a community-based forensic mental health program. He is currently a senior psychologist with Alberta Health Services and a consulting psychologist with Calgary Police Service. Baillie was a member, and, later, Chair, of the Mental Health and the Law Advisory Committee of the Mental Health Commission of Canada. Over the course of his career, Baillie has given evidence in hundreds of criminal and civil cases and is cited in more than 50 reported decisions.
Everyone is welcome.
Registration is not required and admission is free.

A Canadian CSI Effect Perspective:
The Bench and Barristers
This session will inform attendees about the impact of forensic-related television shows on potential jurors’ understanding of forensic evidence. While research into jurors’ understanding of forensic evidence based on forensic-related television shows has been researched extensively, little research has focused on the perception of this phenomenon by lawyers and judges. This session will expose the attendees to some perceived and real issues faced by Canadian lawyers and judges when proceeding with a criminal trial where forensic evidence might be a part of evidence presented.
Presented by: Dr. Janne Holmgren, and Lisa Silver, LLM, from the Department of Justice Studies at MRU.
Everyone is welcome. Registration is not required & admission is free.
