Drafting legislation is currently assigned to the City Attorney’s office. The City Council and the City Attorney are bound to have conflicting views and interests. Given their responsibility for defending against lawsuits, the City Attorney is also likely to be far more risk averse than elected councilmembers. These tendencies may unfairly limit councilmembers ability to craft laws and policies.

Peer cities such as NYC, Chicago, Seattle, and have found it useful to have an Office of Legislative Counsel, solely accountable to the City Council, similar to what the CA Legislature and the U.S. House of Representatives employ for their legislative drafting functions. This is a first step LA City can take to depoliticize the City Attorney’s office: the creation of an Office of Legislative Counsel, which can handle the drafting of legislation.

LA City’s recently approved budget expands unarmed crisis response!

From : “‘In a year where many programs continue to fight for service funding from the city, it’s so great that we are able to continue prioritizing this,’ Godfrey Plata, deputy director of progressive policy advocacy group the LA Forward Institute, told LAist.

Plata said UMCR’s expansion is one more step toward taking the program citywide, which his group hopes to do by the 2028 Olympics.”
