The Representative of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH Pakistan, Mr Daniyal Mansoor, Provincial Coordinator/ Climate Change Advisor, GIZ and Ms Rahila Waseem, Junior Climate Change Advisor, visited the Planning & Development Board, Punjab, to extend warm congratulations to Ms Nadia Shafiq on assuming the charge of the Member Environment & Climate Change at the P&D Board.
The meeting reflected a shared commitment towards strengthening collaboration on environmental sustainability, climate resilience, and green development initiatives in Punjab. Both sides discussed the importance of partnerships in advancing climate-responsive planning and sustainable development for the province.

- Discussion on the Smog Mitigation Action Plan 2025-26, a coordinated multi-departmental framework led by SMU for implementation and inter-departmental coordination
- Key focus on environmental sustainability, Revolving Fund, pre-disaster preparedness, and the Government of Punjab’s proactive climate resilience measures
- Punjab Climate Observatory highlighted as a flagship platform for data-driven decision-making, with research support from Urban Unit
- Emphasis on integrated approaches, collaborative action, and evidence-based governance to build a resilient and sustainable Punjab.

🌍Bridging the gap between global research and local ex*****on. 🌍📈
🚀 I am thrilled to announce the successful conclusion of an intensive 8-week 🤝strategic engagement between the Planning & Development Board(P&D Board), Smog Monitoring Unit, P&D Board Punjab & Harvard Kennedy School, Building State Capability at Harvard. 🚀
Under the expert guidance of 𝐌𝐚𝐭𝐭 𝐀𝐧𝐝𝐫𝐞𝐰𝐬 and Salimah Samji, we collaborated with a brilliant cohort of students—Mallory Escobar González, Vladyslav Dobrokhlib, Felipe Conceição and Yamini Saxena —to apply 💡 the Problem-Driven Iterative Adaptation (𝗣𝗗𝗜𝗔) framework to one of our most pressing issues: Smog mitigation in Punjab 🌫️
This was far more than an academic exercise. It was a structured process of learning and policy analysis that delivered:
Detailed Fishbone Assessment: A deep dive into the root causes of air pollution and the institutional bottlenecks preventing progress. 🧩
Actionable Insights: Practical, data-driven recommendations for inter-departmental coordination and sustained implementation. 📈
Institutional Strengthening: A new standard for how we address public sector challenges by bridging the gap between international research and indigenous capability.🏋🏻♂️
This collaboration was made possible by the unwavering vision of Dr. Naeem Rauf (Chairman P&D Board) and Mr. Rafaqat Ali (Secretary P&D Board). It was an honour to facilitate this partnership alongside Ms. Nadia Shafiq (Senior Chief Enviornment & Climate Change P&D Board), providing the technical context and coordination necessary to turn high-level theory into provincial impact.
