The Committee on Senior Citizens, chaired by Cong. Mila Aquino Magsaysay, successfully held the Ceremonial Turnover of Signatures in support of the Universal Social Pension Act—symbolizing the united stand of the House of Representatives for the bill’s immediate passage.
This initiative reflects a strong and urgent nationwide call to provide equitable, non-contributory pension benefits for all senior citizens in the Philippines, in recognition of their invaluable contributions to our society.
As this movement continues to gain momentum, we remain hopeful that the bill will be certified as urgent and given the highest priority it deserves.

Today, March 18, 2026,
The Committee on Senior Citizens held the Ceremonial Turnover of the Signatures in support of the UNIVERSAL SOCIAL PENSION ACT, symbolizing a unified stand of the House of Representatives for the immediate passage of the bill.
Senior Citizens from the the City of Marikina, led by Hon. Atty Miro S. Quimbo (Marikina, 2nd District), formally submitted their 17,000 signatures in strong support of the UNIVERSAL SOCIAL PENSION.
Hon. Milagros Aquino-Magsaysay (UNITED SENIOR Citizens Partylist), turned over almost 200,000 signatures from various Senior Citizens Associations and Federations form all over the Philippines.
The Committee on Senior Citizens, headed by its Chairperson, Hon. Milagros Aquino-Magsaysay (UNITED SENIOR Citizens Partylist), and Vice Chairperson, Hon. Gerald Cloyd Alexis D. Galang (Valenzuela, 2nd District), committe members, Hon. Linabelle Ruth R. Villarica (Bulacan, 4th District), Hon. Timothy Joseph “Tim” E. Cayton (Nueva Vizcaya, Lone District), and Executive Director, Ms. Ana Marie D. Calapit National Commission on Senior Citizens), through the initiative of Hon. Atty. Miro S. Quimbo (Marikina, 2nd District), launched the “MILYONG LAGDA PARA SA MATATANDA, UNIVERSAL SOCIAL PENSION, NGAYON NA!”, for the immediate passage of the Universal Social Pension Act.
This initiative reflects an urgent nationwide call to provide equitable, non-contributory pension benefits for ALL Senior Citizens of the Philippines in recognition of their countless contributions to our society.
As the movement gains momentum, we remain hopeful that this bill would be certified as urgent and be given utmost priority.

It truly breaks my heart to hear stories of seniors being deceived and losing the savings they worked so hard for. As members of the Committee on Senior Citizens, we remain committed to standing up for our elders and ensuring they are protected.

Committee on Senior Citizens Holds 8th Regular Meeting to Advance Measures for the Welfare of Filipino Seniors
The House of Representatives of the Philippines, through its Committee on Senior Citizens, held its 8th Regular Meeting on March 10, 2026 at the De Venecia Hall to deliberate on key legislative measures aimed at strengthening programs, services, and protection for Filipino senior citizens.
Among the measures discussed was House Bill No. 186, authored by Hon.Milagros Aquino-Magsaysay, which seeks to establish and institutionalize a long-term care policy for senior citizens and consolidate existing elderly programs and services.
The Committee also deliberated on related proposals establishing a National Framework for Senior Citizens Care, including House Bill No. 431 by Hon. Rodolfo M. Ordanes, House Bill No. 776 by Hon. Ma. Victoria Co-Pilar, and House Bill No. 4036 by Hon.Brian Raymund S. Yamsuan, all aimed at strengthening coordinated support systems for elderly Filipinos nationwide.
Measures proposing the establishment of residential care facilities and nursing homes for homeless, abandoned, and neglected senior citizens were also reviewed. These include bills authored by Hon. Milagros Aquino-Magsaysay, as well as proposals from Hon. Patrick Michael D. Vargas, Hon. Carmelo G. Lazatin Jr., Hon. Jorge Daniel S. Bocobo, Hon.Jennifer A. Lagbas, Hon.Howard A. Guintu, Hon. Eddie C. Villanueva, Hon.Joel R. Chua, and Hon. Gerald Cloyd Alexis V. Galang.
The Committee likewise discussed local bills establishing elderly care and nursing facilities in various areas, authored by Hon.Joseph Lara (Cagayan), Hon. Charisse Anne C. Hernandez (Calamba City), Hon. Josefina B. Tallado (Camarines Norte), Franz Vincent F. Legazpi (Palawan), Hon. Katrina Reiko Chua-Tai (Zamboanga City), and Hon. Maria Vanessa C. Aumentado (Ubay, Bohol).
Additional discussions included House Bill No. 2020 by Rep. Milagros Aquino-Magsaysay on the regulation and accreditation of private residential care facilities, House Bill No. 6765 by Hon. Audrey Kay T. Zubiri on minimum standards for care facilities, House Bill No. 190 establishing Senior Citizens Day Care Centers in every barangay, and House Bill No. 780 by Rep. Hon. Rodolfo M. Ordanes promoting senior citizen and PWD services through the eGovPH Super App.
These measures reflect the continued commitment of lawmakers to uphold the dignity, welfare, and well-being of Filipino senior citizens by strengthening care systems and expanding access to essential services.

The Committee on Senior Citizens, chaired by Milagros Aquino-Magsaysay, held its 7th Regular Meeting at the House of Representatives on March 3, 2026.
The Committee deliberated on 21 House Bills aimed at clearly defining elder abuse, strengthening protections, imposing stricter penalties on offenders, and establishing regional homes for the elderly, following the privilege speech of Percival Cendaña on August 11, 2025.
The Committee on Senior Citizens stands firm: our elderly must never be abused, neglected, or exploited. You can count on this Committee to push for the right laws and to fight for stronger safeguards that uphold the dignity, safety, and rights of every senior citizen.
