Winter rainfall is essential for replenishing our water sources, especially during ongoing water shortages. However, when combined with illegal dumping and littering, it becomes a significant risk that impacts all residents. Illegal dumping and littering damage municipal infrastructure, increase flood risks, contaminate water sources, and divert vital funds to cleaning and repair operations. Responsible waste disposal is therefore everyoneโs responsibility to protect our communities, infrastructure, and environment.

Illegal dumping and littering remain persistent challenges in many areas. During winter, increased rainfall turns these issues from a visual concern into a serious environmental and infrastructure risk. Waste left in open spaces, along with litter discarded in streets and public areas, is easily washed into drainage systems, rivers, and low-lying areas, where it spreads pollution and becomes more difficult and costly to remove.
The clean-up of illegally dumped waste and widespread littering places a significant financial burden on the Municipality. These funds are required for ongoing collection, removal, and disposal operations. This expenditure could otherwise be directed towards essential service delivery, infrastructure maintenance, and other community priorities.

Dumping waste into rivers, drains, and stormwater systems, as well as littering in public spaces, is especially damaging during winter rainfall. Heavy rainfall washes waste and litter into drainage systems, causing blockages that disrupt natural water flow and redirect water into alternative routes. This results in localised flooding in residential and low-lying areas, road damage, and erosion. These risks affect lives, property, water quality, and the surrounding environment.

When waste and litter become wet, they produce unpleasant odours and attract pests. Mixed and hazardous waste can also contaminate stormwater runoff, which then flows into rivers and surrounding environments. This poses risks to both human health and the environment, while increasing the complexity, risk, and cost of clean-up operations.

During and after heavy rainfall, municipal teams and resources are often diverted to address infrastructure blockages and waste accumulation caused by illegal dumping and littering. This reduces capacity for routine maintenance and essential service delivery, and places additional pressure on already strained winter operations.

Maintaining a clean environment is a shared responsibility between the Municipality and all residents. The Municipality provides weekly refuse collection services, drop-off sites, and transfer stations to support safe and efficient waste management. Residents are urged to make use of these services and to dispose of waste responsibly.
Waste must never be thrown from vehicles, into drains, toilets, open spaces, rivers, or stormwater systems. Stormwater drains are not waste bins and must never be used for the disposal of waste or litter. Littering in public areas and illegal dumping both contribute to environmental damage and infrastructure strain. Instead, residents are encouraged to use their nearest waste disposal facility: https://www.langeberg.gov.za/services/solid-waste-management.html
