|| BUILDING TODAY, SHAPING TOMORROW: ENTERPRISE iLEMBE CHARTS A STRATEGIC PATH FOR DISTRICT GROWTH
Enterprise iLembe is convening its two-day Board Strategy Session on 16–17 October 2026, bringing together the Board and management to reflect on institutional performance, assess the district’s economic development priorities and shape the strategic direction that will guide the agency into the future.
In attendance:
• Department of Public Works and infrastructure
• KZN Tourism and Film Authority
• Eskia Science & Technology Discovery Centre
Taking place at a time when local economies must respond to changing investment conditions, unemployment, infrastructure constraints and the need for inclusive growth, the session provides an important platform to align the agency’s strategic ambitions with the economic opportunities and development needs of iLembe District.
More than a planning exercise, the session is an opportunity to challenge existing approaches, strengthen institutional performance, identify new funding and investment opportunities, and ensure that strategy translates into measurable economic impact for the people of iLembe.
POSITIONING iLEMBE AS A DESTINATION OF CHOICE FOR INVESTMENT
With its strategic location along KwaZulu-Natal’s North Coast, proximity to major transport infrastructure and access to established and emerging economic markets, iLembe District presents significant opportunities for investment across agriculture, tourism, manufacturing, property development, infrastructure and services.
Enterprise iLembe plays a catalytic role in promoting these opportunities, facilitating investor engagement, strengthening strategic partnerships and positioning the district as a competitive destination for business and investment.
The Board Strategy Session provides an opportunity to sharpen the agency’s approach to investment promotion by focusing on credible, well-packaged investment opportunities, stronger investor relations, effective investment facilitation and the retention and expansion of existing businesses.
The ultimate objective is to move beyond promoting opportunities to facilitating investment that supports enterprise growth, expands productive economic activity and contributes to sustainable job creation.
UNLOCKING THE ECONOMIC POTENTIAL OF ALL FOUR LOCAL MUNICIPALITIES
A stronger iLembe economy requires a coordinated approach that recognises the distinct economic strengths and development needs of KwaDukuza, Mandeni, Ndwedwe and Maphumulo.
KwaDukuza offers opportunities linked to commercial activity, tourism, property development and the broader North Coast economy.
Mandeni presents opportunities in manufacturing, industrial development and agricultural value chains. Ndwedwe and Maphumulo offer potential for agricultural development, agro-processing, community-based enterprises and the commercialisation of local products.
Enterprise iLembe’s strategic focus is to help connect these opportunities to markets, investors, funding institutions and development partners, while supporting more balanced economic participation across the district.
Through stronger collaboration with local municipalities, government departments, the private sector and other development agencies, the agency aims to advance initiatives that respond to local economic priorities while contributing to the district’s broader growth ambitions.
EMPOWERING LOCAL BUSINESSES AND BUILDING SUSTAINABLE ENTERPRISES
Small, medium and micro enterprises, cooperatives and emerging entrepreneurs are essential to building a resilient local economy.
However, sustainable business growth requires more than starting an enterprise; it requires access to markets, appropriate funding, business development support, skills and opportunities to participate in established value chains.
Enterprise iLembe continues to pursue partnerships and programmes that strengthen local enterprises, improve business readiness and connect entrepreneurs to economic opportunities.
The Board Strategy Session provides an opportunity to consider how enterprise development interventions can achieve greater impact through targeted support, improved access to funding, stronger institutional partnerships and better alignment with procurement and market opportunities.
A key consideration is how local businesses can benefit more directly from major investments and tourism activity within the district, ensuring that economic growth creates opportunities for local suppliers, service providers, agricultural producers and emerging entrepreneurs.
GROWING TOURISM, AGRICULTURE AND THE DISTRICT’S ECONOMIC VALUE CHAINS
iLembe’s economic future depends on its ability to build on existing strengths while developing new sources of growth.
Tourism remains an important opportunity for the North Coast, with potential to expand visitor experiences through coastal tourism, heritage and cultural tourism, agricultural tourism and community-based tourism.
Stronger destination marketing, public-private partnerships, tourism product development and improved market access can help extend the economic benefits of tourism across the district.
Agriculture also presents opportunities to strengthen rural livelihoods, support emerging farmers, improve market access and develop agro-processing enterprises that retain more value within local communities.
Alongside these sectors, manufacturing, property development, infrastructure-linked opportunities and emerging industries can contribute to a more diversified economy.
The strategic priority is to strengthen the connections between these sectors, ensuring that investment promotion, enterprise development, skills programmes and fundraising efforts contribute to a more integrated and sustainable economic development agenda.
CREATING OPPORTUNITIES FOR YOUNG PEOPLE, WOMEN AND UNDERSERVED COMMUNITIES
Inclusive economic growth must create meaningful opportunities for young people, women, people living with disabilities and communities that have historically experienced barriers to economic participation.
Enterprise iLembe recognises the importance of building pathways into the economy through entrepreneurship, skills development, business support, market access and partnerships that connect people to emerging opportunities.
The agency’s strategic direction must continue to consider how development programmes can respond to the needs of rural communities, support local innovation and strengthen participation in sectors with the potential to create sustainable livelihoods.
By aligning enterprise development and skills initiatives with actual market demand and investment opportunities, Enterprise iLembe seeks to help bridge the gap between economic potential and meaningful participation in the local economy.
STRENGTHENING STRATEGIC PARTNERSHIPS, FUNDING AND INSTITUTIONAL PERFORMANCE
Realising iLembe’s economic potential requires collaboration across government, business, development finance institutions, sector bodies and communities.
Strategic partnerships and resource mobilisation are essential to advancing catalytic projects, expanding enterprise development programmes and supporting initiatives that may not be achievable through the agency’s resources alone.
The Board Strategy Session therefore provides an opportunity to strengthen the alignment between strategic priorities, funding opportunities, institutional capacity and measurable outcomes.
Equally important is ensuring that Enterprise iLembe operates with clear priorities, sound governance, accountability and a strong performance culture.
Strategic commitments must be supported by practical implementation plans, defined responsibilities, realistic timeframes and performance measures that demonstrate progress and impact.
The focus is on ensuring that the agency’s resources and partnerships are directed towards initiatives that deliver the greatest economic and developmental value for iLembe District.
FROM STRATEGY TO MEASURABLE ECONOMIC IMPACT
The success of the Board Strategy Session will ultimately be reflected in how effectively its strategic direction translates into action.
This means strengthening the investment pipeline, improving investor facilitation and retention, mobilising funding for priority projects, supporting sustainable local enterprises, expanding tourism opportunities and building stronger partnerships across the district.
It also means maintaining a clear focus on outcomes: investment facilitated, businesses supported, funding mobilised, jobs enabled and economic opportunities extended to communities across all four local municipalities.
Through strategic alignment between the Board and management, Enterprise iLembe aims to strengthen its role as a catalyst for inclusive and sustainable economic growth, contributing to the implementation of the district’s development priorities.
A SHARED VISION FOR A STRONGER iLEMBE
The future of iLembe will be shaped by the decisions, partnerships and investments made today.
As the Board and management engage in this two-day strategy session, the shared ambition is to build an agency that is responsive to the district’s economic realities, proactive in identifying opportunities and effective in converting strategy into meaningful results.
By strengthening investment promotion, enterprise development, tourism, agricultural value chains, resource mobilisation and institutional performance, Enterprise iLembe remains committed to advancing a more competitive, inclusive and resilient district economy.
The vision is clear: to position iLembe as a destination of choice for investment, business and tourism — unlocking opportunities, supporting job creation and building a more prosperous future for the people of iLembe.
