CHINSALI MUNICIPAL COUNCIL PARTICIPATES IN DEVOLUTION PERFORMANCE ASSESSMENT

(MPIKA, 23rd October, 2026): Chinsali Municipal Council has been represented at the Annual Performance Assessment under the Zambia Devolution Support Programme (ZDSP), alongside other local authorities across Muchinga Province, in an engagement focused on strengthening institutional performance, accountability and service delivery.
The engagement, which opened in Mpika District on 22nd October, 2026, features an orientation on the Devolution Tracking Tool, designed to strengthen the monitoring of devolved functions, support evidence-based decision-making and help institutions identify implementation challenges requiring corrective action.
The assessment provides Chinsali Municipal Council and other participating local authorities with an opportunity to review their performance, identify areas requiring improvement and strengthen their readiness to meet programme requirements for future assessments.
Speaking on behalf of the Mpika District Commissioner, District Social Welfare Officer Mazhina Chipoya highlighted the importance of the ZDSP in advancing the Government’s decentralisation agenda through institutional strengthening, improved accountability systems and performance-based incentives.
She noted that qualifying local authorities stand to benefit from capital grants under the programme, which support investment in essential infrastructure and public services such as markets, feeder roads, sanitation facilities, water infrastructure, waste management systems, street lighting and other community facilities.
The District Social Welfare Officer encouraged local authorities to approach the assessment as an opportunity for learning and continuous improvement, rather than merely a process of meeting administrative requirements.
She further urged councils to share experiences, address performance gaps and work towards achieving 100 per cent qualification in future assessments.
Chinsali Municipal Council’s participation in the engagement forms part of a broader effort across Muchinga Province to strengthen the local government systems and improve the implementation of devolved functions, with the ultimate goal of delivering better services to communities.
The engagement involves representatives from local authorities across Muchinga Province, alongside officials from the Decentralisation Secretariat under Cabinet Office, the Ministry of Local Government and Rural Development, and the Provincial Local Government Office.
