Mansa District was once referred to as Fort Rosebery during the British Colonial rule. Later on, it took the name of the river Mansa which is located a few metres from the the Central Business District. The district is strategically located to be able to access other districts in the province. Mansa District is the provincial head quarters for Luapula Province of Zambia

MANSA MUNICIPAL COUNCIL REDUCES PROPERTY RATES FOR 2026.

Mansa Municipal Council has introduced remission measures on property rates for the 2026 financial year, in a move aimed at easing the financial burden on ratepayers while maintaining the Council’s fiscal stability.

This decision has been made following guidance from the Ministry of Local Government and Rural Development, which has encouraged all Local Authorities across the country to provide relief to property owners without compromising service delivery and financial sustainability.

The directive is anchored on pronouncements made by the Republican President, Hakainde Hichilema, who raised concern over the high property rates being charged by some Local Authorities, and called for responsive measures to cushion citizens and businesses.

In accordance with this guidance, and pursuant to Section 22 of the Rating Act No. 21 of 2018, which empowers Local Authorities to grant rate remissions, Mansa Municipal Council has approved a structured remission framework.

Under this measure, a 15 percent (15%) remission has been granted on commercial, hospitality, industrial, institutional, and mining properties, while residential properties will benefit from a 10 percent (10%) remission.

This strategic intervention is expected to provide meaningful relief to property owners, stimulate compliance in rate payments, and enhance revenue collection efficiency by encouraging more ratepayers to meet their obligations.

Mansa Municipal Council remains steadfast in its commitment to promoting fairness, transparency, and accountability in its operations.

The Council will continue to implement policies that balance the need for sustainable revenue generation with the socio-economic realities faced by residents and businesses.

Property owners are therefore encouraged to take advantage of this remission initiative by settling their obligations promptly, thereby contributing to the continued development and improved service delivery within the district.

As part of the Keep Zambia Clean, Green and Healthy initiative, officers from the Mansa Municipal Council, the Zambia Army, ZESCO, Luapula Water Supply and Sanitation Company and members of the public, including motorbike riders,joined efforts in a clean-up exercise along the Senama Traffic Lights stretch on Kawambwa Road.

‎The activity involved de-silting drainage systems, slashing overgrown vegetation and sweeping the area, all aimed at promoting a cleaner and healthier environment.

HON. ENG. NASON MUSONDA CALLS FOR ENHANCED IMPLEMENTATION OF DEVELOPMENT PROGRAMMES AT PDCC MEETING.

Luapula Province Minister, Hon. Eng. Nason Musonda, who also serves as Chairperson of the Provincial Development Coordinating Committee (PDCC), has called for strengthened collaboration, innovation, and accountability among stakeholders to accelerate development across the province.

The Minister was speaking during a PDCC meeting which brought together key stakeholders from across Luapula Province.

The meeting was attended by Council Chairpersons, Mansa Mayor, Mansa Town Clerk, Council Secretaries, and representatives from various Government departments, reflecting a unified approach to development planning and implementation.

Hon. Musonda emphasized the importance of effective coordination among Government institutions, local authorities, and cooperating partners in ensuring that development programmes translate into tangible benefits for the people.

He noted that the progress being recorded in the province is a result of strong partnerships, but stressed the need to remain focused on implementation.
“As we plan and review our programmes, we must ensure that our efforts are felt at community level. Development must not only be discussed but must be seen and experienced by our people,” he said.

The Minister further highlighted the importance of upcoming key initiatives such as the Luapula Investment Expo 2026, which is expected to attract significant investment into the province.

He urged stakeholders to actively participate and support the initiative as a platform for unlocking Luapula’s economic potential.

Hon. Musonda also revealed that Government is in the process of implementing a strategic power infrastructure project to bring a 330 Kilovolt (KV) transmission line from Pensulo in Serenje District to Luapula Province.

He noted that once completed, the project will significantly enhance energy security in the province and create a conducive environment for industrial growth and investment.

The Minister further underscored the importance of agriculture as a cornerstone of Luapula Province’s economy, stating that the sector remains a key driver of economic growth, job creation, and food security.

He also highlighted the role of other strategic investments in sectors such as agro-processing and local industry, which are expected to contribute to improved livelihoods and expanded economic opportunities for the people of Luapula.

Hon. Musonda called on members of the PDCC to continue working with dedication and unity of purpose, noting that sustained progress will depend on commitment, innovation, and accountability from all stakeholders.

The PDCC remains a key platform for coordinating development efforts and ensuring that Government policies and programmes are effectively implemented across all districts of Luapula Province.

GOVERNMENT COMMISSIONS KAPYATA PRIMARY SCHOOL INFRASTRUCTURE TO STRENGTHEN EDUCATION IN BAHATI.

Government has commissioned a 1x3 classroom block and 90 desks at Kapyata Primary School in Bahati Constituency, reaffirming its commitment to improving access to quality education.

The project, valued at K1,527,942.83 and funded under the 2025 Constituency Development Fund (CDF), represents a significant milestone in addressing infrastructure challenges in rural schools.

In a speech delivered on his behalf by Luapula Province Permanent Secretary, Prudence Chinama, the Minister for Luapula Province, Nason Musonda, said education remains the cornerstone of national development and a critical tool in fighting poverty, reducing inequality, and empowering citizens.

The Minister stated that the newly commissioned classroom block and desks are a symbol of hope, opportunity, and a brighter future for the children of Kapyata and surrounding communities.

He noted that the infrastructure will significantly reduce classroom congestion, improve the learning environment, and enhance the delivery of lessons, while the provision of desks will promote comfort, dignity, and active participation among learners.

Eng. Musonda added that the project directly addressed long-standing challenges faced by many rural schools, including overcrowding and inadequate learning spaces, which have negatively impacted the quality of education.

The Minister further emphasized that the Constituency Development Fund continues to transform communities by enabling local authorities to implement priority projects, create jobs, and promote inclusive, people-centered development.

He also commended the Mansa Municipal Council for its commitment to accountability, effective supervision, and successful implementation of the project, noting that the quality of works reflects strong oversight and dedication to service delivery.

The Minister urged the community, school management, and stakeholders to take full ownership of the facility and ensure its proper maintenance to safeguard the investment for future generations.

Meanwhile, Bahati Constituency Member of Parliament, Leevan Chibombwe, commended Government for constructing the classroom block at Kapyata Primary School, describing the development as timely and impactful.

Hon. Chibombwe said the construction of the classroom block will lessen the challenges learners have faced in the past, particularly those related to congestion and limited learning space.

He stated that the New Dawn Government, under the leadership of Republican President Hakainde Hichilema, had demonstrated beyond doubt its commitment to improving education standards across the country through continued investment in infrastructure.

The Member of Parliament further revealed that Kapyata Primary School had a total enrollment of 759 pupils, noting that the additional classroom space could not have come at a better time.

During the handover, Hon. Chibombwe urged the school management and the community to safeguard the infrastructure, emphasizing the importance of maintenance and collective responsibility in preserving public assets.

He also encouraged learners to take full advantage of the improved learning environment and remain committed to their education as a pathway to a better future.

Traditional leadership also welcomed the development, with His Royal Highness Dr. Chisunka commending Government for what he described as a noble and transformative gesture.

Chief Dr. Chisunka called for concerted efforts from members of the community to safeguard the infrastructure against vandalism, stressing that development must be protected to benefit future generations.

He stated that he remained committed to ensuring that every child in his chiefdom had access to quality education and emphasized the critical role education plays in the overall development of the area.

The traditional leader further encouraged parents to take an active role in their children’s education and discouraged attitudes that undermine learning, noting that lack of commitment to education has contributed to the chiefdom lagging behind.

He also warned against early marriages, stating that marrying off children at a tender age would not be tolerated and that those found wanting would face consequences.

Chief Dr. Chisunka further commended Republican President Hakainde Hichilema for increasing the Constituency Development Fund, noting that its positive impact is clearly visible in his chiefdom through improved infrastructure and community development.

Government has since reaffirmed its commitment to strengthening the education sector through continued investment in infrastructure, learning materials, and human capital development to ensure that no child is left behind.

‎The Constituency Development Fund Committee (CDFC) for Bahati Constituency convened today at the Council Rest House to deliberate on and recommend for approval Secondary School bursaries, under the 2026 Constituency Development Fund (CDF).

‎The meeting, chaired by Mr.Godfrey Mukonko also featured presentations from the Departments of Engineering Finance and Planning, who provided progress updates on ongoing community projects, as well as Skills Development Bursaries and Grants under the 2025 CDF. These updates were presented for the Committee’s information.

‎The meeting was attended by Bahati Member of Parliament, Hon. Leevan Chibombo and Mansa District Commissioner, Mrs. Ireen Chivweta.
