We pay tribute to teachers in the Zambia Correctional Service, across the nation and beyond, whose dedication, sacrifice, and passion inspire hope and empower generations. In correctional and parole work, we are especially reminded of the transformative power of education in fostering rehabilitation, personal growth, and reintegration. Teachers embody the very principles of guidance, second chances, and the belief that every individual can learn, improve, and contribute meaningfully to society.

The National Parole Board joins in commemorating the Correctional Service Day, reaffirming its commitment to justice, rehabilitation, and the successful reintegration of offenders into society.@

On 10th July, 2025, the National Parole Board delegation led by the Chairperson, Mr. Lloyd H. Chilundika paid a courtesy call on the Director โ Department of National Parks and Wildlife (DNPW) Mr. Dominic L. Chiinda. The Chairperson was accompanied by Board Members Rev. Fr. Justin Matepa, Ms. Bwalya Sh*tumbanuma proxy for Dr. Kalangwa Kalangwa, Mr. Morris Moono, and Dr. Martha Sitali. The Board Secretary, Senior Superintendent Clive K. Njamba, attended alongside Assistant Superintendent Gladys Sumbulelo, Assistant Superintendent Hope Zulu, Inspector Pristine Chilambe, Wardress Bertha Phiri, and Warder Pethias Sikapwila from the Secretariat.
The purpose of the visit, among others, was to introduce the National Parole Board, and explore areas of mutual collaboration with the Department with regard to parolees convicted for wildlife-related offences.
During the engagement it was noted that parolees convicted for wildlife offences return to areas near National Parks and Game Management zones, raising concerns about potential recidivism hence requiring a well-structured reintegration plan to avoid recidivism.
The Board and the Department agreed on the importance of developing educational programs that teach parolees about local wildlife, conservation laws, and environmental stewardship. Such programs could help foster a sense of personal responsibility and respect for nature, which may in turn contribute to reducing recidivism among parolees with a history of wildlife-related offences.
They also discussed the potential of promoting taxidermy as an alternative and legal livelihood for parolees previously engaged in illegal wildlife activities. It was also noted that, with appropriate regulation and skills training, taxidermy could provide economic empowerment while preserving specimens for education, scientific, and conservation purposes.
Both parties agreed that introducing such alternatives may support sustainable reintegration and reduce the incentive for reoffending.

On Thursday, 3rd July 2025, the National Parole Board paid a Courtesy Call on the Director General of the Drug Enforcement Commission (DEC). During the engagement, the ๐๐ถ๐ฟ๐ฒ๐ฐ๐๐ผ๐ฟ ๐๐ฒ๐ป๐ฒ๐ฟ๐ฎ๐น, ๐ ๐ฟ. ๐ก๐ฎ๐๐ผ๐ป ๐๐ฎ๐ป๐ฑ๐ฎ, expressed profound gratitude to the Board for the visit, adding that it was important for bodies of Government to engage and continue doing so in order to share experiences, best practices and information aimed at serving the nation better.
In reply, the Chairperson of the Board, ๐ ๐ฟ. ๐๐น๐ผ๐๐ฑ ๐๐ต๐ถ๐น๐๐ป๐ฑ๐ถ๐ธ๐ฎ, thanked the Commission for the warm welcome and reaffirmed the importance of continuously developing standards, guidelines, protocols and practices required in law enforcement and policing; vis-a-vis parole.
This engagement is testament of the importance the Commission and the National Parole Board attach to public service in general, and national security in particular.

Parole does not constitute a pardon or a reduction of sentence, but rather a structured opportunity for reintegration into societyโwhile the individual remains accountable under the law until the expiration of their sentence.
OUR MANDATE
The National Parole Board, established under Section 80 of the Zambia Correctional Service Act No. 37 of 2021, is mandated to:
โข Receive and consider applications for parole
โข Grant parole where appropriate
โข Monitor parolees' compliance
โข Vary, suspend, or revoke parole when necessary
Justice, public safety, and the rehabilitation of offenders are not opposing objectives; rather, they are interdependent pillars that collectively support a more secure and humane society.
